This document contains questions and answers regarding a solicitation for fixed wing airlift services across the North Warning System operational area. The contractor shall provide all personnel, services, equipment, tools, supervision and direct materials necessary to perform fixed wing airlift missions between Landing Site Systems, Long Range Radar sites, and Cross Zone flights between Landing Site Systems across all five zones. Landing fees will be reimbursed when invoiced. The cost reimbursement rates are not tied to past contracts. Positioning fees apply when relocating aircraft to a zone. Multiple aircraft types can be proposed if requirements are met. Year-round operations are required for smaller aircraft. Capability for supporting operations between equipped sites is expected.

Solicitation FA4890‐22‐R‐0007 ‐ Questions
Question 1) Cargo Door‐3000‐6000 pound aircraft
The aircraft cargo door measurements described in RFP exceed the door size measurements of many prospective aircraft which meet the scope of the requirements (3000‐6000 pounds of cargo with passenger capacity). Is this door size used in the RFP the minimum cargo door size that can be proposed or is there an alternate means of complying with this requirement?
The cargo door size described in the RFP is the minimum size. Larger size cargo doors would be acceptable.
Question 2) Canadian Air Regulations (CARs)
At various locations in the Document reference is made to Canadian Air Regulations, (CARs) 702.703,
704. There is no reference to CAR’s 705, is the expectation that aircraft proposed in the RFP to be operated under CARs 703, 704 only or will CAR705 operations also be permitted? Operating under
CAR705 opens the contract to modern, compliant aircraft and provides additional operational requirements that may translate into safety benefits for the Government.
CAR 705 should be included.
Question 3) Zones 1‐5
Zones 1‐5 are packaged with a requirement for Offerors to propose an operation meeting the requirements of the PWS across all Zones. Is there any possible option for an Offeror to propose operations in any fewer than the 5 NWS as well as the 3000–6000‐pound aircraft?
No. The proposal must include operations for all 5 NWS zones a described in the RFP.
Question 4) Related to the Performance Work Statement (PWS)
Question 4a) Section 8.1.3
Aviation fuel will be provided at no cost to the contractor at NWS sites FOX‐M (Hall Beach) and CAM‐M
(Cambridge Bay) No other NWS Sites will provide fuel to the contractor at No Cost.
A. Does this mean that no fuel is available to the Contractor at other LSS/LRR sites?
Correct. Fixed wing refueling is only available at FOX‐M and CAM‐M.
B. Does fuel uplifted at sites other than those referenced get charged back Contractor at a set rate? If so, what is that rate?
Fuel obtained at any location other than FOX‐M and CAM‐M is on a cost reimbursable basis. The contractor will be required to provide paid receipts for reimbursement.
C. Fuel is a billable expense covered in the CLINs; what is the process for cost recovery to the
Contractor when fuel is uplifted at a NWS Site other than the two NWS Sites referenced?
Fuel is only available at FOX‐M and CAM‐M.
Question 4b) Section 8.3
Is it the expectation that the list of anticipated landing fees for any and all non‐NWS Landing sites be included in the submission by the offeror or are these landing fees established after a contract is awarded?
Landing and NAV Canada fees are a cost reimbursable expense when the contractor is charged by an airport/airfield authority. Landing fees are not established after contract start but are reimbursed when invoiced by the contractor.
Question 5) Related to Section B – Supplies or Services and Prices/Cost
This section shows the activity expected by item number across zones 1‐5 as well as the Cross Zone
Aircraft Support for a 3000–6000‐pound aircraft. This section shows cost reimbursables at a Not to
Exceed rate. How was the cost reimbursable amount arrived at and is it a direct correlation with the aircraft used in past contract experience?
The CLIN is used to cover the contractor expenses in the performance of the contract requirements.
Question 6)
a. CLIN Item 0004 refers to Aircraft positioning fees. Please provide an example applicable to this
RFP where aircraft positioning fees would be a cost to the project.
Missions will originate and end at the LSS for each zone. Positioning fees apply when the contractor has to position an aircraft from a non‐NWS location to the zone LSS before initiating a mission.
Question 7)
b. A LSS may request varying Cross Zone Load Capacity in a particular bi‐weekly mission, some missions may require less than the maximum of 6000 pounds transporting any combination of passenger(s) and or/cargo cross all zone. Can an offeror propose multiple aircraft types all which meet the prescribed requirement?
The offeror can propose any aircraft type(s) which meet the requirements described in the RFP.
Question 8) Sub Factor A
Fixed Wing Capacity and Distance Requirements
Aspect 1) Payload Capacity:
The RFP speaks to a (June 1 and 30 September) Operational requirement for the transporting any combination of passenger(s) and or/cargo totalling 6000‐pound cross zone. In the 2100‐ and 3000‐ pound aircraft capacity in all 5 zones there is no season referenced though it is understood that landing strips are closed for a significant period of the year. What is the operational season for Zones 1‐5 in the aircraft capacity 2100 and 3000 pounds?
The 2100 and 3000 pound airlift are year round operations requirements based on the accessibility and landing conditions at NWS sites during the winter.
Question 9) Appendix 1
The Appendix contains a list of SRR locations, and in Section 1.2 and 1.4 includes references to SRR sites.
Given that the solicitation predominantly contains language referencing movements from LSS‐LRR‐LSS or cross‐zonal flying from LSS to LSS, is there any requirement to operate aircraft from SRR sites?
If yes, is any additional information available on SRR locations to allow Offerors to ensure they have selected the appropriate configuration for operations?
Aircraft should be configured (at a minimum) to support operations between LSS and LRR locations as described in the RFP where gravel airstrips are available. Any additional capability relevant to the NWS mission may be included by the offeror.
