Emphasis shall be placed upon the offeror's professional competence. The Commission may conduct repetitive informal interviews in its discretion. The offerors shall be encouraged to elaborate on their qualifications, performance data and staff expertise pertinent to the proposed project, as well as alternative concepts for meeting the requirements of the Utility Facilities SCADA System regulations. At the discussion stage, nonbinding estimates of total project costs may be discussed, including but not limited to life-cycle costing, and where appropriate nonbinding estimates of price for services. SCADA FACILITIES

FT. Valley Utility Commission Existing Water Facilities Location Map

Description of FT. Valley Utility Commission Tier 1 Facilities for SCADA System

SCADA Facilities –

For the purposes of this proposal, all existing SCADA hardware should be considered obsolete and will be removed and disposed of.

Note that the Commission reserves the right to issue a construction contract to include all or only a portion of the designated Sites. If a contract is issued for only a portion of the Sites, the indicated Site numbering order shall be considered to be the designated order of priority.

Descriptions for each of these Site locations follows along with a generalized scope of work required for each:

Facility Name: Central SCADA Base Monitoring Station – FT. VALLEY UTILITY COMMISSION Government Center

Facility Location: See Map Key

Facility Description: Proposed new Central Base SCADA monitoring and control installation to be located at the FT. VALLEY UTILITY COMMISSION Government Center. The Commission does not have an existing Central Base SCADA system.

The proposed new Base SCADA system is intended to receive data information from remote sites for all utilities by means of internet, telephone, and/or radio signal. The Base system needs to display remote site conditions on a desktop computer located at the site. The SCADA system needs to monitor and record various parameters at each Site location (see individual Site descriptions). The Operator needs to have the ability to adjust some operational parameters at some remote Sites while some Sites will be limited to monitoring only. (see individual Site descriptions).

Minimum Requirements for Upgrades:

i) Furnish and install one (1) new desktop computer and all associated software and necessary components to monitor, record and archive data, and allow User interface at all designated Site locations. The number of designated Sites has been set as 121. The SCADA base system shall be expandable to include additional future sites – up to a total of NOT LESS THAN 150 SITES.

ii) Furnish and set up all associated software and components necessary to allow authorized remote users to log into the SCADA system through internet access and be able to monitor all SCADA Site conditions and adjust operational parameters of any Sites equipped with this ability.

iii) Furnish or provide a mobile device Application (cell phone or tablet) to allow the User to access the SCADA system for monitoring purposes only (no User adjustments). The number of allowable remote Users shall be no less than ten (10).
