About this file

This document is a Foreign Visitor Request (FVR) form used by Serco Inc. to ensure proper vetting and compliance when hosting foreign visitors at their facilities. The form requires detailed information about the sponsor (Serco employee), the foreign visitor, visit dates, purpose, and potential handling of controlled or classified information. The form mandates submission at least five business days prior to the visit and requires approvals from the program manager/supervisor, Global Trade Compliance (GTC), and Security before the visit can be authorized.

The accompanying federal contract opportunity is a NextGen Submarine Rescue Reverse Industry Day announcement by the U.S. Navy's Naval Sea Systems Command (NAVSEA). Scheduled for January 20-21, 2026, in Washington, DC, the event seeks industry input on developing a next-generation submarine rescue system to replace the current capability within five years of contract award. NAVSEA is interested in solutions that can match or exceed current capabilities, increase operational availability and transportability, and reduce overall program costs, with openness to various contracting, ownership, operation, maintenance, and supportability strategies.

Text version

Foreign Visitor Request (FVR) (other than Serco Affiliates) Purpose. This form is used by Serco Inc. (“Serco”) to ensure all Serco personnel hosting foreign visitors (other than Serco Affiliates) at Serco facilities do so having met all Serco and U.S. Government requirements that must be fulfilled prior to the visit taking place. If you are hosting a Serco Affiliate, use the Special Security Agreement (SSA) Visit Request Form found on OurWorld-NA; do not use this FVR.

Instructions. ALL employees must complete and submit this form when intending to host foreign visitors at Serco facilities.

To ensure proper vetting of the FVR, this form must be submitted no later than five business days prior to the desired start of the visit. Short-notice requests should be explained in the email request to the approval authorities (see below). There is no guarantee that FVRs submitted within the five business day window can be properly vetted in time to meet the desired visit date.

Submit the completed form as an email attachment to your program manager (PM)/supervisor for initial approval. The PM/supervisor emails the form to Global Trade Compliance (GTC) (Global_Trade_Compliance@serco-na.com) for security and export compliance review. If approved, the FVR team submits the completed form to the cognizant Serco employee hosting the foreign visit.

Purpose of Visit (Input from Serco host):

If you will be hosting more than one foreign visitor, enter above, in Foreign Visitor Information, the data about the/a primary visitor, and enter here the same kinds of information for each of the other visitors. Also, insert here any other comments or any other information you have not entered elsewhere. Be specific. Name and describe the solicitation you’ll be reviewing, the proposal you’ll be preparing, etc. Explain if you’ll be determining whether or not to propose to do the work, if you’ll be determining the composition of a team we’ll lead or whether or not to join a certain team, etc. Include visitors’ titles, if known. There is plenty of room, so keep typing until you have entered everything you need to enter. For example, explain here something meaningful that may make a difference to a reviewer but is not specifically requested by any of the instructions in the form, something that’s not clear in another block, that this is a change to a previously approved request, or anything else you want to have recorded on this form about your foreign visitor(s). The form will allow you to input many lines here, and it’s fine if the text moves onto the next page, so don’t omit anything simply because you aren’t sure that there is enough room.

You can even insert a “carriage return” and have multiple paragraphs here.

Security Comments:

Insert here any Security comments. There is plenty of room, so keep typing until you have entered everything you need to enter. The form will allow you to input many lines here, and it’s fine if the text moves onto the next page, so don’t omit anything simply because you aren’t sure that there is enough room.

Global Trade Compliance Comments:

Insert here any GTC comments (licensing information, destination control statements, etc.). There is plenty of room, so keep typing until you have entered everything you need to enter. The form will allow you to input many lines here, and it’s fine if the text moves onto the next page, so don’t omit anything simply because you aren’t sure that there is enough room.

NO CLASSIFIED INFORMATION OR CONTROLLED UNCLASSIFIED INFORMATION OR DATA WILL BE DISCUSSED, REVEALED, OR EXPORTED EXCEPT AS PERMITTED/APPROVED BY SECURITY/GTC. THIS VISIT WILL BE LIMITED TO THE PURPOSE IDENTIFIED HEREIN.

Approvals (Name/Date)*:

Global Trade Compliance (GTC):Ajmani, Rohit#/#/####
Security:Last, First Middle#/#/####

*Security should be last office to review the FVR; they will send an approved copy of the FVR back to the PM/supervisor, employee, and GTC for filing. For GTC, an empowered official must be the approver for FVRs.
