About this file

This paint specifications document is prepared by the Fontana Unified School District (FUSD), a public K-12 school district serving approximately 32,000 students across 45 school sites in San Bernardino County, California, in conjunction with Bid No. 26/27-0012 for Interior & Exterior Painting – Maintenance services. The specification details comprehensive surface preparation, prime coat application, and finish coat application requirements for both new and existing interior and exterior surfaces within the District's facilities. Work includes painting of roof-mounted mechanical and electrical equipment, wall-mounted conduit, and related attachments, while specifically excluding pre-finished surfaces, items with factory-applied finishes, concealed elements, glass, plastic laminate, ceramic tile, and anodized aluminum. Sealed bids are due no later than 2:00 pm on Monday, November 2, 2026, through the District's Procurement Portal. The resulting contract will have an initial term of four years with an option for one additional year, not to exceed five years total. The District estimates annual painting maintenance services costs may reach up to $1,500,000, provided for informational purposes only without obligation or commitment.

The specifications mandate that all products comply with Air Quality Management District (AQMD) local regulations and applicable codes governing airborne emissions and industrial waste disposal. Approved paint manufacturers include Vista Paint Corporation (the District's standard for quality, color, sheen, and fade resistance) and Dunn Edwards Corporation, with specific product lists provided for both exterior and interior surfaces. Contractors must submit six copies of complete material lists with technical data, application instructions, and safety data sheets, along with color and finish samples prior to work commencement. Field samples of at least 100 square feet per finish type must be prepared and approved in writing before proceeding with full application. Environmental requirements include maintaining surface and ambient temperatures above 45 degrees Fahrenheit for 24 hours before and 48 hours after application, with exterior work prohibited during rain or when relative humidity exceeds 50 percent. Contractors must deliver extra stock materials to the District Paint Department—a minimum of 5 percent of applied quantity or two gallons per specialty color, or 20 gallons for substituted materials—and provide a two-year guarantee against peeling, fading, cracking, blistering, or crazing for both new and existing surfaces.
