About this file

This is an Invitation to Bid (ITB-W-2003) issued by the City of Warren, Michigan, for furnishing, installing, and managing holiday lights and displays. The City seeks a qualified contractor to provide all supervision, labor, tools, equipment, and services required to furnish, install, manage, remove, and store holiday lights and displays across seven municipal locations, including City Hall, City Square Park, Community Center, Civic Center South, Beebe Park, and designated signage areas. The project encompasses approximately 3,000 strands of commercial-grade LED lights (200 lights per strand) in various configurations—5mm wide angle lights in cool white, green, red, and multi-color, as well as C9 lights—along with pre-lit holiday displays currently stored in Clinton Township. Electronic bids must be submitted through the BidNet (MITN) system by 12:30 PM on Wednesday, October 7, 2026, with a public bid opening via Zoom at 1:00 PM EST the same day. The awarded vendor must complete installation by November 22, 2026 (with liquidated damages of $1,000 per day for delays) and removal and storage between January 11-15, 2027. The initial contract term is two years (2026/2027 and 2027/2028 winter seasons), with an option to extend for four additional two-year periods up to ten years total, subject to mutual consent and annual price increases of 6% at the start of each subsequent term.

Bidders must submit a $5,000 bid security bond, current certificates of insurance with minimum coverage limits including $2,000,000 general aggregate and $2,000,000 umbrella liability, and a minimum of three references demonstrating five years of experience performing similar services. Pricing must include all materials, equipment, labor, installation, maintenance, removal, and storage, with the vendor responsible for all repairs and replacements at no additional cost to the City, including responding to service calls within four hours. The City requires living wage compliance at $20.63 per hour without benefits or $16.50 per hour with benefits. Payment is scheduled in three installments: 25% upon successful installation, 25% upon completion of the December 5, 2026 Tree Lighting Ceremony, and 50% after removal and storage completion. The vendor must provide an enclosed storage facility at their own expense, perform all quality testing prior to installation, provide staffing for the Tree Lighting Ceremony event at no additional cost, and is prohibited from using subcontractors. No subcontracting is permitted, and the City reserves the right to reject any bids with major deviations from specifications or to award on an individual item basis.
