About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) for a sole-source acquisition under simplified procedures authority (RFO 12.201-1).

The Air Force Materiel Command (AFMC) at Tinker Air Force Base, Oklahoma seeks a one-time, firm-fixed-price commercial service for the physical repair, upgrade, and inspection of one Atlas Copco HMH8-4 Air Compressor Core (Model M8-40121). The contracting office is AFSC/PZIMA. The work represents the execution phase following a completed Test, Teardown, and Evaluation (TT&E) that identified critical failures and obsolete components. Required services include: complete core repair and restoration with replacement parts per the Component Disassembly Report (CDR); mandatory equipment upgrades (split line o-ring, tell-tale assembly, seal tubing assembly, main oil pump sleeve bearing, idler gear sleeve bearing); complete teardown and diagnostic inspection of the Inlet Guide Vane (IGV) assembly; visual inspection of Government-furnished spare parts; and commercial crating and freight preparation for return shipment to Tinker AFB. The estimated total contract value is redacted. Specific line items include M8-40121 Parts, M8-40121 Repair Labor, M8-40121 Upgrades, Visual Inspection of Spare Parts, IGV Assembly Inspection, and Crating & Freight Preparation.

The sole-source justification is based on Atlas Copco's proprietary OEM parts, data, and specialized technical expertise required to restore the compressor to OEM-compliant operational status. The compressed air system is mission-critical to the Oklahoma City Air Logistics Complex's pneumatic testing capabilities. Market research found that competitive options for this highly specialized equipment are not viable, as only the OEM possesses the legal access to necessary components, proprietary engineering specifications, and certified trained technicians. The TT&E identified that improper repair by non-OEM vendors would risk catastrophic equipment failure, mission degradation, increased costs, and emergency procurement expenses. The acquisition will continue market research efforts to encourage future competition while acknowledging that only Atlas Copco can satisfy this specific requirement.
