About this file

This is a Request for Quote (RFQ) for Resource Person Services issued by the Peace Corps under RFQ Number 1145PC26Q8465.

The Peace Corps seeks a contractor to provide "as-needed" Resource Person services to Responding Volunteers/Trainees to assist them in understanding and navigating applicable Peace Corps policies and procedures. The requirement is a 100% small business set-aside under NAICS code 624190 (size standard: $16 million). The contract will be a single-award Firm Fixed Price (FFP) delivery order with a 12-month base period (04/01/2026 – 03/31/2027) followed by four optional 12-month periods and a potential six-month extension under FAR 52.217-8, resulting in a maximum performance period of five years and six months. Offerors must be registered in the System for Award Management (SAM) under the specified NAICS code prior to award. Quotes must be submitted via email to Charles Cryoskie (ccryoskie@peacecorps.gov) by Friday, March 13, 2026, at 3:00 PM Eastern Time, with questions due by Friday, March 06, 2026, at 3:00 PM Eastern Time. Quotes remain valid for 90 calendar days, and the anticipated award date is on or before March 23, 2026.

Evaluation will be based on technical capability and price. Technical acceptability requires: firm-fixed pricing for all CLINs per Attachment 4; a resume meeting PWS Section 2.0.2 Resource Person standards demonstrating qualified personnel; and a Compliance Certification acknowledging understanding of the Performance Work Statement, MS 246 Final Policy, and MS 246 Final Procedures. The total evaluated price includes the base period and all option periods, with the Option to Extend Services price calculated at half the final option period price. The Government may reject offers with significantly unbalanced prices or unrealistically low pricing, and award will be made to the responsible offeror whose conforming offer is most advantageous to the Government considering price and other factors.

REQUEST FOR QUOTE: 1145PC26Q8465

Resource (Case Manager) Services

SECTION I – GENERAL INFORMATION

1.0 GENERAL:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, effective 30 January 2026.

This requirement is a 100% small business set-aside. The associated NAICS code is 624190, which has a size standard of 16 million. All interested parties must be registered as a small business under this NAICS code in the System for Award Management (SAM.gov) to be considered for award.

The resulting award from this RFQ will be a single-award Firm Fixed Price (FFP) contract. The anticipated period of performance includes a twelve (12)‑month base period, followed by four (4) additional twelve‑month option periods. The Government also reserves the right to extend services for up to an additional six (6) months under FAR 52.217‑8, Option to Extend Services. If all option periods and the extension under FAR 52.217‑8 are exercised, the total potential period of performance will be up to five (5) years and six (6) months. This structure provides continuity of operations while allowing the Government flexibility to meet evolving mission requirements.

The Peace Corps contemplates award of a single FFP Delivery Order resulting from this RFQ. However, the Government is in no way obligated to make an award, nor to pay any costs incurred by the Contractor in preparing and submitting its quote.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
