About this file

This is a Scope of Work document for Auburn University's fuel supply procurement, which may be utilized by other eligible State of Alabama entities including Auburn University at Montgomery and the Alabama Cooperative Extension System. Auburn University seeks unit price bids on a cost-plus basis for four fuel products: Ultra Low Sulfur Diesel (ULSD), 89 Octane Unleaded Alcohol-Free Gasoline, 87 Octane E10 Gasoline, and #2 Fuel Oil for use by Facilities Management, Utilities & Energy, and Transit Operations. The quantities listed are estimates only with no guaranteed minimum purchase volume. The initial contract term is one year with the option to renew annually for up to four additional years at Auburn University's discretion. Fuel deliveries must be completed within 48 hours of order, with failure to meet delivery timelines potentially resulting in a 10% penalty on the cost-plus amount unless delayed by Force Majeure events. Vehicle fuel deliveries are directed to the Facilities Management Automotive Shop and Tiger Operations at 662 Haley Lane, Auburn, Alabama, or other University-designated locations, while #2 Fuel Oil deliveries are made to all University fuel oil tanks regardless of location. Vendors are encouraged to conduct site visits prior to bid submission if tank locations are unfamiliar.

Pricing shall be quoted as Rack Price plus a Fixed Cost Add-On that encompasses freight and delivery, inspection and testing fees, applicable taxes, environmental fees, and profit and administrative costs. Vehicle fuel products must have the same fixed add-on price per product regardless of delivery quantity or load size, while #2 Fuel Oil requires separate add-on pricing for deliveries under 5,000 gallons and deliveries of 5,000 gallons or greater. All prices must be based on the supplier's price at the regional fuel terminal with third-party price verification from sources such as the OPIS Wholesale Rack Report included on each invoice. Auburn University reserves the right to request supplier cost documentation and conduct random audits. #2 Fuel Oil must meet ASTM Standard D396 with a minimum pour point of -10°F and heat content of 138,000 BTU per gallon, with a certificate of analysis from a pre-approved testing agency required. Auburn University prefers vendors with a servicing location within 50 miles of Auburn, Alabama, capable of providing service and repair support for fuel dispensing equipment when applicable. Vendors must provide their minimum delivery quantity and typical delivery lead time for approval.
