About this file
This document is an Architect-Engineering (A-E) Services Synopsis for replacing the Onan Generators at the Combined Heat and Power Plant (CH&PP) on Eielson Air Force Base (AFB) in Alaska.
The synopsis outlines the requirement to design the phased replacement of four 1.5-megawatt Onan generators that are at the end of their lifecycle. The project goals include designing new 2.0 MW generators with controls integration, arctic enclosures, and a fuel manifold system. The design must also ensure compliance with environmental regulations and provide a phased implementation approach. The A-E services required include developing preliminary and final design packages, with 65% design, 95% design, and 100% design deliverables. This is a competitive selection process for a Firm Fixed-Price contract under a Total Small Business set-aside with NAICS code 541330 (Engineering Services). Questions are due by May 28, 2024.

ARCHITECT-ENGINEERING (A-E) SERVICES AT EIELSON AFB, AK.
The 354th Contracting Squadron is seeking qualification packages and past performance information from vendors interested in providing professional architect and engineering services at Eielson AFB, AK to replace CH&PP Onan Generators.
BACKGROUND: The Combined Heat and Power Plant (CH&PP) provides primary generation of electricity and steam heat capabilities on Eielson Air Force Base (AFB). The primary building (B6203) of the plant was originally built in 1953, has been increased in size and capacity multiple times to keep up with Eielson AFB’s growth and expansion over the decades.
The existing 1.5-megawatt (MW) generators, four each, are used to pick up the electrical load when boilers or turbine-generators are being repaired and maintained or during extremely cold weather. At 25-years old, the generators have required major repairs to keep operational, and they are at the end of their life cycle. Without them the CH&PP will, at times, not have enough capacity to handle Eielson’s peak electrical load, especially in the harsh winters, or be able to pick up the load during emergency outages of the turbine-generators and boilers.
The project involves the phased replacement of four Onan generators with new equipment, including associated controls, to ensure continuous and reliable power generation capabilities.
The design must facilitate a phased implementation approach to align with available funding and operational requirements.
The most recent hazmat survey for a similar project yielded positive results for the presence of lead-based paint (LBP) and polychlorinated biphenyls (PCBs) and negative results for asbestos-containing material (ACM). This survey is provided as an attachment.
This is a competitive selection process in which competing offerors’ qualifications will be evaluated in accordance with (IAW) FAR Part 36.6 to determine the most highly qualified firms.
The Government intends to award one Firm Fixed-Price contract.
IAW FAR 36.603(b): To be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330, “Architect-Engineer Qualifications,” Part II and when applicable, SF 330, Part I. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this posting; all costs associated with responding will be solely at the interested parties’ expense. Failure to respond to this post does not preclude participation in the subsequent technical evaluation so long as a firm’s SF 330 is currently on file with the 354th Contracting Squadron. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
This acquisition will be solicited on an Total Small Business set-aside. The NAICS 541330 (Engineering Services) applies to this acquisition, with a small business size standard of $14M.
SPECIFIC PROJECT GOALS: This work includes the design of a phased replacement of four Onan Generators. The design and cost estimate shall include 2.0 MW generators housed within an artic enclosure. These generators shall have the capability to load share and to automatically synchronize to a dead bus to energize CH&PP station service. Additionally, the generators shall be capable of performing during emergencies, for peak shaving, and be used as a backup to the CH&PP Blackstart generator.
Controls Integration: Design and implement new controls for the generators and to enable black start capability. The new generators should be controlled and switched such that they can work individually or in concert with one another in any combination. The operating system shall be standalone, without any type of access from outside the CH&PP to the system control. Consider replacement of existing switchgear if required. Develop a phased approach for integrating the new controls into the existing plant infrastructure. Ensure compatibility with existing control systems and compliance with industry standards and regulations. The new controls must meet U.S. Air Force and Department of Defense cybersecurity requirements.
Arctic Enclosures: Design appropriate enclosures to protect the generators from harsh arctic conditions. Consider factors such as insulation, heating systems, and accessibility for maintenance purposes. Ensure compliance with applicable environmental and safety regulations.
Ensure equipment monitoring capability via Closed-circuit television is included.
Storage tank manifold: Include with the design to install a fuel manifold to allow each fuel storage tank to be utilized by any of the generators. Ensure compliance with applicable environmental and safety regulations.
Environmental policy compliance: The new generators must incorporate the required Environment Protection Agency (EPA) monitoring systems. Generators must be certified to EPA tier 4 diesel engine standards. Ensure the new design does not impact CH&PP Air Quality Operating Permit.
Phased Implementation: Develop a detailed plan for the phased replacement of all four generators. Each phase needs to be a complete and usable project. Provide flexibility to accommodate incremental awards based on available funding.
(65% Design): Develop preliminary designs, concept layouts and schematics for the installation of all four generators and their associated controls. Identify requirements for integrating new controls into the existing plant infrastructure. Provide specifications for both Blackstart capability and phased design implementation.
(95% Design): Refine the design based on feedback and requirements gathered during 65% design Finalize detailed drawings, specifications, and technical documentation for the installation of all four generators. Ensure compatibility and seamless integration of new controls with the existing plant systems.
(100% Design): Conduct a thorough review and validation of all design components. Address any outstanding issues or concerns identified during previous phases. Produce final design packages ready for procurement and construction activities. Provide support during the bidding and selection process for construction contractors.
The work required under this contract includes investigation, analysis, and design services necessary to design a construction project to accomplish the goals described above.
The final design product shall include the following items: Complete specifications and drawings necessary for the Government to advertise and award a construction contract for the work. The A-E’s design shall include provisions for the abatement and disposal of any hazardous materials that would be disturbed as a consequence of performing the work of this project.
The A-E is expected to include drawings and photographs with the body of each submittal as necessary to adequately describe the work involved. Drawings associated with each submittal shall be of a sufficient size so that details and notes are easily readable. Drawings 11"x17" or smaller may be bound with the report.
QUESTIONS: All questions regarding this synopsis must be submitted in writing no later than 28 May 2024 at 1400 AKDT.
