1.0 PROJECT DESCRIPTION
1.1. OBJECTIVES
The project objective is to design and construct facilities for the military that are consistent with the design and construction practices used for civilian sector projects that perform similar functions to the military projects.
For example, a Company Operations Facility has the similar function as an office/warehouse in the civilian sector; therefore the design and construction practices for a company operations facility should be consistent with the design and construction of an office/warehouse building.
MILITARY FACILITY CIVILIAN FACILITY
Alert Holding Area (AHA) / Scale House Building Office/Vehicle Maintenance Garage
Railhead Operations Building Office/Warehouse
Supporting Facilities Supporting Facilities
Army's objective is that these buildings will have a 25-year useful design life before a possible reuse/re-purpose or renovation requirement, to include normal sustainment, restoration, modernization activities and a 50-year building replacement life. Therefore, design and construction should provide an appropriate level of quality to ensure continued use of the facility over that time-period with the application of reasonable preventive maintenance and repairs that would be industry-acceptable to a major civilian sector project
OWNER.
Site infrastructure will have at least a 50-year life expectancy with industry-accepted maintenance and repair cycles.
Develop project site for efficiency and to convey a sense of unity or connectivity with the adjacent buildings and with the Installation as a whole.
Requirements stated in this contract are minimums. Innovative, creative, and life cycle cost effective solutions, which meet or exceed these requirements are encouraged. Further, the OFFEROR is encouraged to seek solutions that will expedite construction (panelization, pre-engineered, etc.) and shorten the schedule.
The Government’s intent is to emphasize the placement of funds into functional/operational requirements.
Materials and methods should reflect this by choosing the most economical Type of Construction allowed by code for this occupancy/project allowing the funding to be reflected in the quality of interior/exterior finishes and systems selected.
1.2. SECTION ORGANIZATION
This Section is organized under six major chapters.
Chapter 1 - Defines project objectives and provides a comparison between military facilities and comparable “civilian” type buildings.
Chapter 2 - Describes the scope of the project.

CHAPTER 3 – SITE ANALYSIS- Page 1 Railhead Loading Facility
3.0 SITE ANALYSIS
Site work consists of site planning and design of all new site features buildings, roads, parking, railroad yards , walkways, fencing, demolition, earthwork / grading, storm drainage, utilities, signage, landscaping, compliance with stormwater management, erosion and sediment control, and obtaining necessary permits.
The project will also entail the expansion of railroad loading and storage yards. Currently, Fort Drum has the ability to load 122 railcars between the project site and the rail loading facility adjacent to the co-generation plant. The proposed project will construct 5 new railhead loading ramps and construct 5 new rail loading yards and re-purpose the existing main line rail at the project site to accommodate the simultaneous loading of 179 railcars.
3.1. EXISTING SITE DESCRIPTION
The project site is located within the Fort Drum Army Installation north of Lewis Avenue and south of Guard Lane. The site is accessed by multiple driveways off from Guard Lane and a single gravel road off from Lewis Avenue. The site is approximately 60 acres and is comprised of container storage areas, driveways, gravel storage areas, Building 6000 and Building 6001, concrete ramp for unloading trucks, a single concrete ramp used to load rail cars, storage and loading railroad tracks.
With the exception of the access road and parking, the site lies within a secure fenced area adjacent to the existing railroad storage yard. The site consists of sandy soils that are conducive to on site infiltration for stormwater management. The terrain is fairly flat, grades within the railhead area do not exceed 1.5%.
The existing site has all utilities necessary to serve the new facility, except a sanitary sewer force main to serve the Railhead Operations Building. An existing 10” dia. water main is located in Guard Lane. An 8” dia. water main runs southerly between Building 6000 and Building 6001 and terminates approximately 500 feet south of Building 6000. There are (3) fire hydrants located along this main. Sanitary sewer is collected from building 6000 and 6001 into a pump station located northwesterly of Building 6000.
Wastewater is pumped across Guard Lane to another Pump Station where wastewater is pumped northerly along Guard Lane. Existing overhead electrical service runs into the site and terminates at pole located west of Building 6000. Additionally, overhead electric runs along the north side of Lewis Avenue, though there are no current services that feed the railhead facility. A 2” dia. natural gas line runs along Guard Lane and provides services to Building 6000 and Building 6001. There are four catch basins that collect stormwater in a small area to the south of Building 6001, stormwater is directed to an existing open detention pond located to the west of Building 6000. The pond discharges into a swale south of Guard Lane where it appears to be collected into the drainage system that serves Guard Lane.
The existing site was once the location for the disposal of munitions and military vehicles. Previous projects revealed a constant discovery of buried military munition boxes. The POC (Range Control) has stringent notification and handling protocols that must be followed. Refer to specification 01 35 26 for additional requirements.
3.2. CONSTRUCTION PHASING, STAGING, AND CONTRACTOR ACCESS
The existing Railhead Facility adjacent to Building 6001 and surrounding site including storage areas, parking, and railroad storage and loading areas will not be operational during construction. The contractor will consider any phasing aspects in the new design in order to maintain all on-going operations of the existing rail storage yard and buildings 6000, 6001 and 6004 to the maximum extent
CHAPTER 3 – SITE ANALYSIS- Page 2 Railhead Loading Facility practicable, including but not limited to pavement construction, utilities, fencing, earth moving, railroad track and other equipment operations.
The Contractor staging and trailer areas will be contained within the project limits and will minimize the impact to the existing buildings and existing railhead operations to the maximum extent practicable. Areas to be utilized will be included in design documents and approved by the Government. Security of the site is the contractor’s responsibility and fencing (permanent and/or temporary) will be installed at the Contractors discretion within the project limits or portions thereof. Any areas disturbed by the Contractor’s staging areas not part of the new development will be stabilized against erosion and restored with top soil and seeded per landscape paragraphs herein and in accordance with New York State Department of Environmental Conservation (NYSDEC) requirements. Any pavement areas damaged during construction will be repaired at the Contractor's expense to the satisfaction of the Contracting Officer. Staging of equipment, soil stockpile, and other material will not be placed within 5 feet from any existing tree drip line.
Contractor access shall be coordinated with and approved by the Contracting Officer and all Contractor and Sub-Contractor related vehicles must strictly adhere to the approved construction access route.
3.3. DEMOLITION
The Contractor will be responsible to prepare the site for construction of new site features with proper grading and drainage. Some minor demolition will be required for this project. Some sections of railroad track requires removal, other sections of track need to be renovated. Approximately 10% of ties and all ballast needs to be replaced on the existing main line and storage track identified on the drawings. Sections of concrete apron adjacent to Building 6000 will be removed. Existing light fixtures and poles and existing fencing will be removed. Remove existing concrete truck loading ramp.
Existing gravel storage areas and areas around the proposed three buildings will be regraded to ensure stormwater will drain positively away from the buildings and towards proposed stormwater infiltration basins. A small amount of trees will need to be cleared to allow for underground electric and gas service to connect to the Railhead Operations Building from Lewis Avenue.
All existing utilities to remain on the site will be protected during the demolition and construction process. Any damage will be immediately repaired to the satisfaction of the Contracting Officer in accordance with the utility owner’s requirements at the Contractor’s expense. Utility lines not in use or abandoned as the result of construction will be completely removed to the project limits or capped at the main distribution. See the electrical and mechanical portion of the RFP for their respective demolition requirements. All utility demolition will be in compliance with the Fort Drum Utility Standards, which can be found in Appendix G. A detailed demolition plan will be developed and submitted per Section 01 33 16.
All materials will be disposed within the limits of Fort Drum. Disposal will be in accordance with the federal, state, and local regulations. The Contractor will notify the Contracting Officer if any material to be disposed of is found to contain hazardous, toxic, biological, or radiological substances. Rubbish and debris will be removed from Government property promptly to avoid accumulation at the project site.
3.4. NEW CONSTRUCTION SITE LAYOUT GUIDELINES
The finished project will consist of the Contractor designed optimum layout of all required features, including buildings, driveways, storage areas, railroad tracks, parking areas, utilities, stormwater management features and fencing. The site design will provide for vehicle access around each facility.
Sidewalks and clear areas around each facility will meet Government emergency requirements.
Additional items of consideration in siting the project features will include force protection, aesthetics, CHAPTER 3 – SITE ANALYSIS- Page 3 Railhead Loading Facility optimum drainage, earthwork (cuts and fills), fire protection, environmental/sustainability concerns, safety, and convenience for vehicles and pedestrians. Buildings are required to be handicapped accessible.
Conceptual site drawings were developed by the Government in conjunction with the expanded Railhead Facility, facility users, and Center of Standardization, and are provided as bridging documents in Appendix G. These drawings are provided for information reference only, and will be modified as required during design development to incorporate the requirements included in this RFP.
3.4.1. Siting of Facilities
The AHA Scale House will be located in a north-south alignment perpendicular with Guard Lane and far enough west to avoid any grading conflicts with the pond and far enough east to ensure at least 20 feet of separation from the existing fence line to ensure security.
The Railhead Operations Building will be located to provide walking access to the railhead ramp area and ensure that security fencing is tied into the building. A function of the building is to allow parking for personally owned vehicles and to allow for personnel to be cleared through the building to access the secure portions of the railhead facility. The building will house management and administrative personnel during rail car loading operations.
The Guard House is located at the northeastern portion of the site just to the east of Building 6001. The Guard House will be located just inside the northern edge of the fence. The Guard House will be placed adjacent to the proposed pavement and south of an access gate to inspect and regulate trucks leaving the site.
A new concrete 4-bay truck ramp (2 high ramps and 2 low ramps) will be constructed in the commercial truck yard, approximately 475 feet south of Building 6001. It is the intent to locate the ramps such that WB-67 design trucks can enter between Building 6000 and 6001 turn 180 degrees and back into the ramps. Equipment will be off-loaded and moved to the equipment staging area.
A total of 4 new railroad loading tracks will be constructed and 2 storage tracks reconstructed to accommodate the new loading ramps. Five new loading ramps will be constructed to facilitate the anticipated loading requirements of the railcars. All work will be in conformance with UFC 4-860-01FA Railroad Design and Rehabilitation.
3.4.2. Antiterrorism and Force Protection
The project will be sited to comply with UFC 4-010-01, December 2018 version, which requires a 20’ unobstructed space around the security fence. The unobstructed space requirements will be met through restriction of vegetation and other potential explosive concealment opportunities around the facility; dumpsters will be placed outside of the unobstructed space. The site will be secured with FE-7 chain link security fencing and access gates as shown on the site drawings.
3.4.3. Grading
All grading will be in conformance with applicable standards included in section 6. The concept site grading plan drawings are presented as bridging documents presenting one potential solution, but will be modified as required during design development to provide optimum drainage and balance of earthwork.
The finished floor for the AHA Scale House must be set to allow for truck traffic to enter and exit the two overhead doors located on the northerly and southerly building facades. In addition, an at-grade by
CHAPTER 3 – SITE ANALYSIS- Page 4 Railhead Loading Facility pass lane is located between the AHA Scale House and perimeter security fence. Grades are intended to slope away from the AHA Scale House at a minimum of 1 % in all directions.
The finished floor for the Rail Operations Center must be set so that the grades around the building allow for access to the garage bays through the overhead doors. Grades will uniformly slope away from the building at a minimum of 1% in all directions.
The finished floor for the Guard Shack must be set a minimum of 6” above the existing grade. The paved exit driveway runs adjacent to the Guard Shack as is necessary by its function. Grades will slope away from the Guard Shack at a minimum of 1% in every direction.
3.4.4. Utilities
Utilities will be designed in accordance with the standards and requirements included in chapter 6 and Fort Drum Utility Design Guide. Utilities shown on conceptual utility plan drawings present one potential solution, but will be modified as required during design development. Storm Drainage System, Water Distribution and Service, Sanitary Sewer Service, Gas Service, Telecommunications, and Electric utilities are described below.
Storm Drainage System
The use of storm drain structures should be minimized through the practice of open conveyances (swales and ditches) and overland sheet flows into the stormwater ponds, which will in turn rely largely on infiltration. Each pond requires two methods of pre-treatment before being allowed to infiltrate into the ground. As shown, on the Grading and Drainage Plan, a treatment swale will flow into a sediment basin before spilling into the infiltration basin. The conceptual design limits the use of storm drain structures and pipe. Storm drain structures and pipes will be used as necessary to collect roof drain leaders, specifically from the Rail Operations Building and AHA Scale Building, and as outfalls from ponds if necessary. Storm drain and drainage features shown on plans are conceptual and have not been sized through required design processes. However, the infiltration ponds have been sized to ensure that their size relative to other site improvements would allow for the site layout as required by Fort Drum.
Water Distribution and Service
A new HDPE waterline (constructed in accordance with Fort Drum Utility Standards in Appendix G) will be looped around the site and connect to the existing 10” dia. waterline located in Guard Lane. Fittings will be supplied along the waterline to accommodate the new building fire protection and domestic services including the appropriate valves. The looped main will supply both domestic and fire flows to the proposed structures as well as the (12) new fire hydrants as required by the UFC. The water system is owned and operated by Fort Drum Department of Public Works, and all design requirements will be in accordance with Fort Drum Utility Standards (Appendix G) and chapter 6 requirements. The water system design will be submitted to Army Corps of Engineers for review. The ACOE will coordinate all necessary permits with Public Works prior to construction.
Sanitary Sewer Service
The existing sanitary lift station serving Building 6000 and 6001 will be utilized to accommodate the new wastewater flows from the AHA Scale House. The Guard Shack is not equipped with a bathroom or drain, so sewer service is not required. Sanitary service to the existing buildings will remain operational during construction, either through the existing lift station or other methods designed by the Contractor and approved by the Government. Any temporary shutdowns will occur during non-working hours with prior written approval from the Government
CHAPTER 3 – SITE ANALYSIS- Page 5 Railhead Loading Facility
Wastewater flows from the Rail Operations building will need to be pumped via a force main to a sanitary sewer manhole located east of the rail yard near Building T-45. It will be necessary to directionally bore the forcemain under the existing rail road track just to the east of the Railhead Operations Parking Area. Sanitary components shown on the conceptual utility plans represent one potential solution, but all final system components will be sized and fully designed by the contractor.
The sanitary system is owned and operated by Ft Drum Department of Public Works, and all design requirements will be in accordance with Ft Drum Utility Standards (Appendix G) and chapter 6 requirements.
Gas Service
The project site is serviced by natural gas mains located in Guard Lane and Lewis Avenue. The Railhead Operations Building will be serviced from the main located in Lewis Avenue. The AHA Scale House will be serviced from the main located in Guard Lane. Regulators will be located on the outside of the buildings.
Telecommunications
The Railhead Operations Building, AHA Scale House and Guard Shack will all be connected to the Fort Drum telecommunications network via fiberoptic cable. The 48 strand fiberoptic and 200 pair copper cable will originate from Building 128 and be pulled approximately 20 feet through an existing pathway to TM 2-1. At TM 2-1 the 48 strand fiberoptic and 200 pair copper cable will be spliced in the existing fiberoptic and copper cable. The existing fiberoptic and copper cable runs between TM 2-1 and TM 2-3- 5B. Splice new 48 strand fiberoptic and copper cable at TM 2-3-5B and pull new cables to new manhole to replace handhole TM 2-3-6B. A new 6-way duct bank will be constructed parallel to Guard Lane westward to a new manhole at TM 2-3-7B. A new 2-way duct will leave TM 2-3-7B to service the AHA Scale House. A new 4-way duct will leave the TM 2-3-6B and connect to a new manhole located between Building 6000 and 6001. A 2-way duct will leave the manhole to service the Guard Shack and a separate 2-way duct will leave the manhole and service the Railhead Operations Building.
Electric
The three new proposed buildings; AHA Scale House, Railhead Operations Building and Guard Shack will all be served by underground electric services.
