About this file
This document is the Forest Service Supplemental Specifications (FSSS) for National Forest System Road construction projects, specifically tailored to modify and supplement the FP-24 standard specifications used by the U.S. Forest Service, Department of Agriculture. The FSSS serves as a supplemental document that adapts FP-24 specifications to meet Forest Service agency needs and requirements for road construction and related work on federal lands.
The specifications establish key definitions, measurement standards, and work requirements for forest road projects, including provisions for clearing and grubbing, untreated aggregate course placement, and structure work such as bridges and culverts. Critical measurement and payment standards include decimal accuracy requirements for various pay items (e.g., 0.01 acre precision, 1 cubic foot precision for excavation). Contract quantities are defined as those listed in the bid schedule, with adjustments permitted only for authorized changes or when errors exceed 15 percent. The document addresses control of materials found during work, stipulating that merchantable timber and excess materials become government property and must be placed at government-approved locations at no additional cost. Specific requirements address clearing operations with defined stump heights, merchantability standards for timber species with minimum length and diameter specifications, and disposal protocols for clearing debris. Road usage authorization is granted to contractors for all activities necessary to complete work, subject to Road Orders and limitations preventing damage to roads or national forest resources. The specifications eliminate certain FP-24 sections related to bid awards, prosecution and progress, and specific payment provisions, replacing them with Forest Service-specific requirements applicable to both public works and timber sale contracts.

Drawings —Design sheets or fabrication, erection, or construction details submitted to the CO by the Contractor.
Neat Line — A line defining the proposed or specified limits of an excavation or structure.
Notice to Proceed — (Public Works Contracts) Written notice to the Contractor to begin the contract work. (Timber Contracts) does not apply, replace NTP with Contract Award.

Add the following definitions:
Adjustment in Contract Price — “Equitable adjustment,” as used in the Federal Acquisition Regulations, or “construction cost adjustment,” as used in the Timber Sale Contract, as applicable.
Change — “Change” means “change order” as used in the Federal Acquisition Regulations, or “design change” as used in the Timber Sale Contract.
Forest Service — The United States of America, acting through the Forest Service, U.S. Department of Agriculture.
