Evaluation documentation must clearly summarize and justify evaluation results. Ensure that the documentation can lead to a logical best value decision. Including a cost/price factor is a requirement of FAR 15.304. If using a trade-off process, describe the evaluation factors and their relationship to the goals of the procurement.
Section 1: Evaluation Factors
The factors to evaluate contract award will be Technical Capability, Past Performance, and Cost/Price.
The award decision is based on evaluation factors and significant subfactors that are tailored to the acquisition.
Evaluation factors and significant subfactors must:
1. Represent the key areas of importance and emphasis that directly relate to the purpose or objective of the acquisition; and
2. Support meaningful comparison and discrimination between and among competing proposals.
Select whether all evaluation factors other than cost or price, when combined, are:
1. Significantly more important than cost or price; or
2. Approximately equal to cost or price; or
3. Significantly less important than cost or price.
State whether the evaluation factors are:
1. “In ascending order of importance” (increasing in importance); or
2. “In descending order of importance” (decreasing in importance), or
3. “All of equal importance”
All factors are of equal importance. Under Technical Capability, the subfactors will be Technical Approach, Key Personnel, and Schedule. All subfactors are of equal importance.
1.1 Factor 1 Technical Capability
1.1.1 Subfactor 1 Technical Approach and Key Personnel
Submission Requirements:
What USDA will use to evaluate this subfactor Brief explanation of capability to perform the work highlighting areas like subcontractors, specific equipment to be used, and potential changes to the design or construction methods that will be to the benefit to the government’s budget or operation of the area. Information provided to identify personnel or subcontractors in key positions that will lead to the success of the project with relevant technical knowledge and skills.
Evaluation Criteria/Methodology:
Adjectival Rating, Go/No Go and/or Confidence Ratings, and the relationship between the methodology. For example: The adjectival rating and the confidence rating are of equal importance.
Adjectival Rating.
1.1.2 Subfactor 2 Schedule

1.2 Factor 2: Past Performance
1.2.1 Past Performance
Submission Requirements:
Provide examples of projects/work within the prior three (3) years which involve water system rehabilitation and road work. Examples that are more relevant to the requirements of this solicitation will be given more weight in the overall past performance rating. Examples should show capability to successful complete relevant projects of similar scope and magnitude.
Evaluation Criteria/Methodology:
Ratings will be based on: Relevancy, Recency (to be defined in each solicitation, not using FAR terms and definitions), Quality defined in: FAR 42.1503.
Performance Confidence Assessment.
1.3 Factor 3: Cost/Price
1.3.1 Contract Cost/Price
Submission Requirements:
Completed schedule of items. Proposed pricing will be evaluated for fairness and reasonableness. Reasonableness will be determined considering comparisons to the competitive pricing and the independent government cost estimate.
Proposed pricing that differs significantly from the competition or IGE will be reviewed to assess potential performance risk and the offeror’s understanding of contract requirements. If multiple contract line items are included in the price schedule, prices will be evaluated to determine whether any line items are unbalanced. Another component of the rating will be pricing completeness so bidders are strongly urged to bid on all base and option items with a detailed breakdown of cost for each line item in the schedule of items.
