Question FSA Response

Will the FSA consider extending the due date to January 11 to allow firms adequate time to respond to the request?

FSA requests all responses by January 4.

Are these the constraints that FSA is referring to (from the Statement of Objectives in Phase I – Solicitation Federal Aid Servicing Solution)?

• Solution shall support a multiple customer service provider environment.

• Solution shall be provided to the Government with an unlimited right to use, with no annual licensing fees, that permits the Government and its agents to utilize the solution to meet the Government’s needs.

• Full system documentation shall be provided upon award and updated as changes are made and be provided to the Government annually, at a minimum, to permit independent operations and maintenance.

(etc)

Constraints are provided under Phase II of the Federal Aid Servicing Solution, specifically "Attachment A - Federal Loan Servicing Requirements ."

A number of the market research questions ask respondents to evaluate the “objectives and constraints” in our response. Should respondents consider the “Goals and Principles” articulated on page 5 as part of FSA’s objectives?

Correct, those are objectives. There are also objectives/capabilities listed in section III for each of the components as well.

Can you explain if the 11 questions starting on page 2 we should be answering holistically for the whole next gen ask or by component?

Firms may choose to reply holistically or for individual components, or both.

For the components we are pursuing what exactly are you looking for in that response, our capabilities?

FSA is interested specifically in the responses to the questions included in the document.

For the pricing structure by component, are you just looking for the approach (e.g. fixed fee vs. T&M) and our GSA rates or do you need an actual ROM?

Firms are encouraged to include any pricing information that may be useful to better inform the government of the range of costs and the method by which compensation is earned in commercial marketplace for comparable services. In addition, the government is seeking the estimated cost per account per year for comparable services in the commercial marketplace. The government is also seeking how that commercial pricing would be impacted given the identified constraints and objectives.

NextGen Request for Advanced Market Research Information Responses to Relevant Questions Received

December 22, 2017

If we were to make non-exclusive teaming agreements to create a proposal, I wanted to confirm you want it as one proposal?

We are not requesting proposals at this time, since this is not a solicitation.

Firms may submit information in response to the Request for Advanced Market Research Information as a team, individually or both if those responses will better inform the government of the various alternatives for meetings its needs.

Does FSA intend to create an integrated engagement view (e.g. mobile application, CRM, etc.) for customers regardless of the various alternatives (new solution, old bank-new bank, etc.) that could be implemented under any solicitation(s) that could be issued?

Yes, the government intends to create an integrated customer experience with any new solutions or Legacy solutions necessary to ensure the customer receives a world-class experience.

Can you confirm that the 30 page limit specified in the request for advanced market research refers to 30 content pages and doesn’t include supporting pages such as a cover page and table of contents?

Confirmed. The cover page and table of contents will not count against the 30 page limit.

File details come from the government source that posted it.
