• Prime is responsible for subcontractor compliance to applicable laws

• A Labor Compliance Consultant will be assigned upon award to monitor contractor compliance and provide assistance as required

Prevailing Wage Requirements

• This means 5.93% of your base bid must go to a combination of LBSBE businesses

• “Combined” means you MUST utilize at least 2 of the following LBSBE certified business types to be considered responsive to goal attainment:

• SBE – Small Business Enterprise

• VSBE – Very Small Business or Microbusiness

• LSBE – local business based within the City of Long Beach

• Contractors MUST be certified as a Long Beach Small Business Enterprise (LBSBE) to count towards goal attainment (*a valid, unexpired Long Beach Buys or PlanetBids LBSBE certification will be accepted until PlanetBids has phased out)

Long Beach Small Business Enterprise Program (LBSBE)

A Long Beach Small Business Enterprise Program (LBSBE) combined goal of 5.93% has been assigned to this bid.

• If your base bid is $3,800,000

• 5.93% of $3.8m is $225,340

• If I am a NON LBSBE Prime, I would need to subcontract to LBSBEs for a minimum of $225,340 to meet the goal. I must use at least 2 of the following LBSBE certified business types on my commitment form (SBE-2 form) to attain this:

• SBE (with LBSBE certification)

• VSBE (with LBSBE certification)

• LSBE (with LBSBE certification)

• If I am a performing LBSBE certified Prime (SBE status), I would only need to further subcontract out to either an LBSBE certified VSBE or LBSBE certified LSBE business in an amount that will make our combined cost meet or exceed the goal

• If I am a performing LBSBE that is also a VSBE or LSBE, as long as I perform at least $225,340 of the work, I do not need to sub out further

• If I cannot find enough subs to meet the combined goal amount, I must demonstrate Good Faith Efforts
