About this file

This document is a detailed roofing specification for the Slate Creek Roofing project for the USDA Forest Service, Region-1, located on the Nez Perce-Clearwater National Forests, Salmon River Ranger District. The project involves installing a new roof on the Slate Creek middle residence, bunkhouse, and duplex, with work including removing and replacing roofing, repairing sub-roof assemblies, installing weather proofing and water barriers, removing and reinstalling gutters, and repairing/replacing fascia and painting.

The specification provides comprehensive technical requirements for roofing materials, including asphalt shingles, underlayment, ridge vents, and accessories. Key considerations include maintaining the historical integrity of the structures by using "in kind" materials, ensuring proper installation techniques, and following specific warranty and quality assurance guidelines. The project requires American-made products, with detailed provisions for material selection, installation methods, flashing, and protection of existing structures. The roofing materials must meet specific standards for fire resistance, wind speed protection, and algae discoloration, with warranties ranging from 10 to 25 years depending on the component.

SECTION 000050 – SLATE CREEK ROOFING

1.1 GENERAL

This item shall consist of installing a new roof on the Slate Creek middle residence, bunkhouse and duplex on the Nez Perce-Clearwater National Forests, on the Salmon River Ranger District. Work includes but is not limited to removing/replacing roofing, repairing sub roof assemblies, installing weather proofing and water barriers, removal and reinstallation of gutters, repair/replacement of facia, painting. As a significant historical resource(s) it is imperative that maintenance activities DO NOT ADVERSELY AFFECT the historical integrity of the structures. Accordingly, all materials or replacement materials used for maintenance must be “in kind” (e.g. use of original wall and trim paint colors, replacement with matching style trim and wall boards, etc.). If there are any questions about acceptable materials or techniques to be used, please contact the CO.

Any and all excess materials and property paid for will be retained by the Forest Service.

Arranging a storage location for excess material will be at the discretion of the Contracting Officer.

The project is located at Slate Creek Ranger Station, this site is accessible year around.

The project includes a residential house with options for the bunkhouse and duplex.

Sub roof assemblies may not require repair and are not guaranteed quantities.

A. Transportation: The Contractor shall provide adequate and safe methods for trucking and transporting equipment and materials onto and off the projects sites. All Local, State, and federal regulations and laws shall be complied with by the Contractor during trucking and transporting operations on Local, County, State, and Forest roads.

B. Clean substrate of any projections and substances detrimental to roofing work.

C. Proceed with installation of underlayment and roofing materials only when weather conditions are in compliance with manufacturer’s recommendations and when substrate is completely dry.

1.2 DEMOLITION OF EXISTING ROOF

Temporary Protection: Maintain integrity of attic enclosures keeping all openings, holes, joints, and gaps sealed to prevent entry from bats or other wildlife. Erect temporary protection, such as walks, fences, railings, and canopies, where required to protect residents of the buildings.

1. Provide protection to ensure safe passage of people around building demolition area to and from occupied portions of adjacent buildings and structures, in accordance with Federal OSHA requirements.

2. Warning Signs and Labels: Provide warning signs at all approaches and doors to the work areas. Locate signs at such a distance that personnel may read the sign and take the necessary protective steps required before entering the area. Warning signs may be in the form of continuous plastic tape. At a minimum signs should read

WARNING

DO NOT ENTER

ROOFING WORK

Alternate wording for the warning signs will be approved by the Contracting Officer.

1.3 DIMENSIONS FIELD VERIFICATION

All other work, labor, materials, equipment, and incidentals necessary to successfully complete the project will be considered as included in the payment for items shown.

A. When more than one class, size, type, thickness, etc. is specified in the Schedule of Items for any pay item, suffixes will be added to the item number to differentiate between the pay items.

B. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:

1. Linear Foot (LF): Measurement of work along its length from point-to-point;

parallel to the base or foundation. Do not measure overlaps.

2. Lump Sum (LSQ): One complete unit.

3. Square Foot (SF): Measured on a plane parallel to the surface being measured.

C. Method of measurement: One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

1. ACTUAL QUANTITIES (AQ) - These quantities are determined from actual measurements of completed work.

2. DESIGNED QUANTITIES (DQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:

• As a result of changes in the work authorized by the CO.

• As a result of the CO determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.

• As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

3. LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.

Contractor shall allow 10 calendar days for processing of submittals by the Government.

A. Submit four copies of submittals and shop drawings to the Contracting Officer for approval on the items required herein. Circle or check items to be used on submittals. Highlighter pens may print black over writing or may not show up at all when copied and should not be used. One copy of all submittals and shop drawings will be returned to the contractor. Information must be adequate to determine compliance with specifications.

B. Substitution - Materials in the specifications may be followed by the words "or approved equal." In these cases, wherever the name or brand of a manufacturer's article is specified, it is used as a measure of quality and utility or a standard. If the Contractor prefers to use any other brand or manufacturer of same quality, appearance and utility to that specified, he shall request substitution as provided below, not less than 10 days before the planned installation of the item. The

Contracting Officer will approve or disapprove the request for substitution and his decision shall be final. Unless substitutions are requested within the time stated above and as provided below, no deviation from the specifications will be allowed.

Requests for substitutions will only be considered if contractor submits the following:

1. Complete technical data including drawings, complete performance specifications, test data, samples and performance tests of the article proposed for substitution. Submit additional information if required by Contracting Officer. All items in the above information shall be circled, tagged, or marked in some way to indicate all deviations or differences which the proposed item differs from the originally specified item.

2. Similar data as specified for item originally identified in the contract. All items shall be marked to identify where/how the proposed substitution will differ and how it meets sailient requirements.
