About this file

This is a Park Profile document for Frontenac Park, prepared by the Village of Frontenac in New York. The document provides an overview of the park facility and grounds that will serve as the subject property for a comprehensive improvement project. The project scope includes development of new pedestrian pathways, installation of a new pay station, parking accommodations, conversion of a house at the end of Factory Street into a recreation office and community gathering space, creation of a new outdoor patio for recreation programming and classes, addition of a picnic shelter, and restoration of lawn areas. The profile document establishes the baseline conditions and existing features of Frontenac Park to inform the design, engineering, and construction services required under the related contract opportunity.

The contract opportunity establishes specific contracting goals for certified business enterprises, including a 6.00% Service-Disabled Veteran-Owned Business (SDVOB) goal, a 15.00% Minority Business Enterprise (MBE) goal, and a 15.00% Women Business Enterprise (WBE) goal. No Disadvantaged Business Enterprise (DBE) goal has been established. No business enterprises have been awarded identical or substantially similar procurement contracts within the past five years, indicating this represents a new or significantly modified scope of work for the Village.

Capacity The Village of Union Springs Department of Public Works has led multiple successful public improvement projects including the installation of a ADA accessible kayak launch, construction of kayak and canoe rack to allow free storage to village residents, rehabilitation of the boat launch bathroom, a toddler addition to the current playground, installation of LED lighting added to the baseball field, baseball field resurfacing and leveling, rehabilitation of the concession stand and dugouts, sealing and re-striping of the basketball court, and the installation of a boat cleaning station. The department has demonstrated the capacity to work with engineering consultants to facilitate the project.

The Village's Local Planning Committee members will also work with the selected engineering consultants to finalize designs for Frontenac Park.

Project Description Frontenac Park is a highly utilized and cherished public asset. The park provides community members and visitors alike with public access, views, a space for community events, and recreation opportunities alongside Cayuga Lake.

The park is also used for weekend fishing derbys, summer concert series, and festivals. The Village has facilitated planning work on their waterfront, including the development of a Local Waterfront Revitalization Plan (LWRP) and has implemented various improvements within the park including the installation of a kayak launch and storage, benches, new gazebo, a playground, recreational sports fields improvements.

The Village, community members, and those who visit Frontenac Park for festivals and events believe there is still work to do. The Village's Master Plan for the park includes plans for the adaptive reuse of the existing Zach House for Village offices and community center with associated parking, new pedestrian pathways, and a new picnic shelter area. Due to this, the Village decided to weave these Master Plan improvements into the Frontenac Park project along with additional improvements including:

■ Outdoor patio for programming and recreation classes;

■ Restoration of lawn trees;

■ Resurfacing of Foundry Street;

■ Widening the park access road to allow for additional and needed parking; and,

■ Replacement of the dock pay station.

EXISTING CONDITIONS

These items directly align with the Village's LWRP and will assist the Village with providing a centralized gathering space that it currently does not have, allowing for additional programming in the park and new green amenities.

The Village plans to continue to update Frontenac Park to be reflective of community and visitor needs as well as assist with decreasing stormwater runoff to Cayuga Lake. Additional future improvements could include replacement of the floating docks with fixed docks, green infrastructure improvements within the parking lot, resurfacing and striping of the lot, relocation of the existing gazebo, and new concrete side walks through the boat launch area.

Revitalization Strategies

DRI Strategies

■ Develop inclusive spaces for gathering by improving ADA accessibility and programming within public spaces.

■ Invest in both the rehabilitation and new development of properties within the downtown areas to increase walkability and provide services.

■ Improve and provide additional public spaces and connections between public spaces throughout the downtown areas.

■ Develop and improve existing waterfront gathering spaces along Cayuga Lake

■ Continue investment in and support of waterfront recreation including kayaking, boating, fishing, swimming, and other paddle craft.

■ Focus development efforts on adaptive reuse of vacant buildings.

■ Focus on active and passive recreation amenities such as pickleball and tennis courts, playgrounds, walking trails, and sports fields within new and existing parks.

■ Install green infrastructure throughout the DRIs with emphasis on waterfront areas

■ Provide additional spaces along the waterfront for the public to view and enjoy the water.

■ Invest in natural and recreational waterfront areas to ensure public access to Cayuga Lake.

REDC Strategies

■ Invest in the built environment to support the economy of future generations, while investing in the preservation of the natural environment.

EXISTING CONDITIONS

Decarbonization and Environmental Resiliency The Improvements to Frontenac Park project does not meet the threshold for decarbonization as the project has an area less than 5,000 SF.

Therefore, the project is not required to meet a decarbonization compliance path within the program.

Public Support The public is very supportive of improvements to Frontenac Park. Throughout the planning process, parks and recreation were a top priority for many community members. This project enjoyed the highest level of public support in Survey #2, with 93% of respondents believing that it will be transformational. Survey respondents commented that this project will build on one of the Village's best assets, enhance quality of life for residents, and attract tourists, which will benefit local businesses. They also appreciated that the project aims to improve an already popular and well-utilized community park, rather than "starting from scratch." One respondent commented that they could "envision the community making great use of these improvements."

Budget Narrative The project budget, which is based on standard construction estimating methods, was prepared by a licensed engineer and landscape architect

New York State Downtown Revitalization Initiative Villages of Cayuga, Union Springs & Aurora 4-37 familiar with the proposed design improvements associated with the project. A 20% design contingency is built into the construction and construction administration costs. The sponsor requested that the DRI funds cover the entirety of the public project. The Village does not have excess funds to allocate for this project.

Project Need and Impact As recommended in the Village of Union Springs LWRP, updates to Frontenac Park are necessary to protect the economic vitality of the recreational boating industry, which is paramount to the success of the community. The proposed project seeks to implement the southern portion of the parks concept plan that will focus primarily on the expansion of community spaces. These spaces will provide opportunities for residents to gather, recreate, and socialize.

1. Preliminary planning, a conceptual site layout, and a professional cost estimate have been completed for the subject project.

The Bassmaster fishing competitions bring fishing enthusiasts from all over the world to Frontenac Park. The park improvements and future phases will allow these tournaments to continue and to expand, making Union Springs and the other DRI communities a destination.

Non-point source pollutants from the overland flow of water will be better managed with new grass areas and green infrastructure for collecting stormwater.

As a public project, the improvements to Frontenac Park are not affected by real estate market conditions and are considered to be feasible.

Potential increased cost of materials and labor for the finalization of design and subsequent construction may impact the project budget.

Regulatory Requirements The proposed project will be reviewed by the Village of Union Springs for compliance with the NYSEQRA, as well as the adopted LWRP.

Permitting will be required by the NYS Department of Environmental Conservation and the Village of Union Springs. Potential increased cost of materials and labor for the finalization of design and subsequent construction may impact the project budget.
