SEVENTH DISTRICT

SPECIFICATIONS

FOR

212128172M113

Location: United States Coast Guard Seventh District Federal Building.

909 SE 1st Ave.

Miami, FL 33131-3050

I. Continuity of Facilities Operation: Scheduled work is to be completed from Saturday March 27th through Sunday April 4th, 2021 to minimize interference with the facility’s normal operations. Any work outside of this timeframe, unless otherwise instructed or permitted, shall be scheduled and approved with the Contracting Officers Representative.

II. Notification of Start and Completion of Work: The Contractor shall notify Coast Guard one week prior to start of work.

III. Coast Guard Contracting Officers Representative: Primary Contact YN1 Jessica A. Olmeda (Jessica.A.Olmeda@uscg.mil; (305) 415-6670), Secondary Contact LT Courtney N. Bailey (Courtney.N.Bailey@uscg.mil; (305) 415-6667), Tertiary Contact Ms. Paula Marcangelo (Paula.Marcangelo@uscg.mil; (305) 415-6673) to coordinate all construction efforts onboard Coast Guard Facilities.

IV. Recycling and Disposal of Refuse: All disposals shall be done in accordance with federal, state, and local laws and regulations. All bulk waste shall be disposed of in contractor provided dumpsters.

V: Safety: During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction. The contractor shall have a written safety plan as required in FAR 5.236-13. The plan shall unequivocally assign responsibility and authority for safety to the superintendent by name. Immediate notification to the Contracting Officer’s Representative of lost time due to accidents is required. Provide two copies of workman’s compensation accident reports by noon of the day following the accident. The Coast Guard reserves the right to bar any workers or supervisors from the premises should they be documented as violating set safety standards and regulations.

VI. Inspection: The Contracting Officer’s Representative has the right to reject defective workmanship or materials or work not performed as per the project specifications. Only the Contracting Officer or his/her representative may accept work performed by the contractor.

VII. Operations and Storage: The contractor is to take whatever steps necessary to ensure that his materials are protected. The Coast Guard has no responsibility for receipt, storage, or protection of contractor’s materials. All equipment, materials and supplies shall be addressed to the contractor. The Coast Guard will not accept shipments. The contractor is responsible for the protection of existing structures, utilities, work and vegetation. Any damage shall be repaired at the contractor’s expense.

VIII. Contractor Identification: The contractor and subcontractor personnel shall, at all times, wear company identification.

IX. Existing Utilities: The Contractor shall field verify all utility locations before commencing work. This shall include, but not be limited to, the use of visual, sonic, electronic or magnetic detection devices. Contractor shall be responsible for repairing any utilities damaged during construction at no additional cost to the Government.

X: Regulations while onboard Coast Guard Seventh District:

1. The construction site shall be maintained in a clean condition at all times. This included daily clean-ups of the construction and storage areas (FAR 52.236-12). The site shall be well lit and well barricaded/cordoned off as appropriate.

2. The designated smoking area is behind the parking garage of the Brickell Plaza Federal Building.

3. Absolutely no firearms or weapons of any kind are allowed at the Seventh District.

4. Only American citizens and permanent resident aliens are allowed at the Seventh District.

5. Notice shall be given to the Coast Guard’s representative 1 week in advance of any planned power, water, and sewage or lighting outages.

6. The contractor shall provide a consolidated list of all contracted personnel including their driver’s license (or other valid gov’t issued ID number) who will be working at the Seventh District Command Center everyday on site.

7. Contractors are welcome to utilize the public restrooms throughout the building, providing they are clean and do not track any debris into the restroom.

8. No personnel other than the contracting officer has the authority to alter the terms of any contract or to issue any change orders.

9. All contractor vehicles, equipment and gear onboard Coast Guard properties are subject to search at all times. Additionally at all times due to security needs, the contractors are subject to orders to evacuate the property at any time.

10. Due to the compact & dense nature at the Seventh District, all efforts within reason to minimize the size and footprint of the contractor’s lay down area shall be taken. Contractors shall carpool as much as possible to minimize the number of vehicles needing parking. At a minimum, the ratio of contractors to contractor vehicles shall be no less than 2:1.

VIII: SCOPE OF WORK: Contractor shall provide all labor, materials, and equipment necessary to complete the following unless noted below:

1. Move, without damaging, all furniture as necessary.

2. Remove old carpet/ hardwood to replace with new carpet/hardwood where applicable. Total is approximately 2,300 square feet.

3. Remove old carpet/hardwood and replace with new hardwood flooring where applicable.

4. In the large common area, carpet to hardwood flooring replacement will be conducted at an angle from the hardwood square immediately in the entry of the front office to connect the waiting area.

5. Hardwood replacement will be a cherry red.

6. All smaller offices within will have old carpet replaced with new carpet.

7. Protection of surfaces and objects not being worked on with tape, paper, poly drop sheets, etc. as necessary.

8. Scraping, sanding and filling, as applicable, of any peeling areas to provide a suitable surface for carpet/hardwood replacement.

9. Broom clean condition at the end of each day and full clean up at the end of the project, including removal of any garbage, proper disposal of waste and other products, sweeping and vacuuming.

10. Leftover carpets used, properly labeled, will be left for your future use unless otherwise directed.

11. Prepare and replace all carpets in suite 944, total includes 5 smaller office spaces with 1 larger common areas.

12. Do not do the tile flooring in the kitchen area 944-3 nor the bathroom in RADM’s office 944-4, but his office carpet is to be included.

13. Replace RADM’s two-tone blue carpet with a similar design of a new two-tone blue carpet.

14. Include all labor, materials, flooring/carpet and equipment.

15. Carpet color will be a blue. Carpet fabric will be decided by the contracting officer representatives listed above.

16. Supply and application of top quality carpet/flooring products will be included with at least a one year limited warranty.
