About this file

This document is a set of Frequently Asked Questions (FAQs) related to a Notice of Funding Opportunity (NOFO) for a Technical Secretariat to Support the Los Angeles Declaration on Migration and Protection. The NOFO is being issued by the Department of State's Bureau of Population, Refugees, and Migration (PRM) under the Overseas Refugee Assistance Programs for Strategic Global Priorities (CFDA 19.522) federal grant program.

The FAQs provide clarification on the expectations for the role of the technical secretariat, including the unique advantages PRM sees for NGOs compared to other eligible applicants such as international organizations and for-profit entities. PRM outlines the criteria it will use to assess proposals, which include factors such as the program narrative, objectives and adherence to the principles of the Los Angeles Declaration, monitoring and evaluation plan, coordination with stakeholders, sustainability, management and past performance, risk management, and budget/budget narrative. The FAQs also address questions about meeting costs and the rationale behind certain funding exclusions, such as activities related to visa requirements and information sharing.

CONSOLIDATED NOFO QUESTIONS AS OF 19-JULY-2024

1. Could PRM provide further clarification on the expectations for the role of the technical secretariat when managed by NGOs, considering that international multilateral organizations and for-profit organizations, which may have stronger capacities for high-level government coordination, are also eligible applicants? Specifically, what unique advantages or approaches does PRM foresee NGOs bringing to this role compared to these other types of organizations?

Response: We would encourage you to review the attached full Notice of Funding Opportunity in the announcement for clarification on the duties and roles we hope the technical secretariat to play. We are encouraging applicants from all interested parties, including NGOs, IOs, for-profits, and otherwise to apply due to their unique perspectives on migration and protection issues in the region. One key role of the Secretariat will be to ensure adequate stakeholder engagement throughout all meetings and other implementation measures. PRM believes NGOs play a unique role in Civil Society and can act as a convener of local and national civil society organizations who wish to be involved in the Los Angeles Declaration.

2. In line with the above, what specific considerations will PRM use to assess proposals from different types of eligible organizations (nonprofits, for-profits, international organizations)? Are there any distinct considerations or weighting factors that will be applied differently based on the applicant type?

Response: As detailed in the NOFO, PRM will use the following criteria to assess proposals, no matter which different organization applies:

PRM is committed to ensuring a competitive and standardized process for awarding funding. Applications will be screened initially in a Technical Eligibility Review stage to determine whether applicants meet the eligibility requirements and have submitted all required documents. Applications that do not meet these requirements will not advance beyond the Technical Eligibility Review stage and will be deemed ineligible for funding under this NOFO.

Eligible submissions will be those that comply with the criteria and requirements included in this announcement. In addition, the review panel will evaluate the proposals based on the following criteria:

Program Narrative (30) Objectives & Adherence to Principals of the Los Angeles Declaration (15) Monitoring & Evaluation Plan (10) Coordination Among Key Stakeholders and Other Regional Fora (15) Sustainability (5) Management and Past Performance (5) Risk Management (5) Budget/Budget Narrative (15)

PRM will conduct a formal competitive review of all proposals submitted in response to this funding announcement. A review panel of at least three people will evaluate submissions based on the above-referenced programmatic criteria and PRM priorities in the context of available funding. Department of State review panels may provide conditions and recommendations on applications to enhance the proposed program, which must be addressed by the applicant before further consideration of the award. To ensure effective use of limited PRM funds, conditions or recommendations may include requests to increase, decrease, clarify, and/or justify costs and program activities.

3. Who would cover the costs associated with the in-person meetings? Additionally, would PRM provide space for such convenings?

Response: We expect the rotating country chair to assume all costs of in-person meetings, both ministerial level and special coordinator level. The rotating country chair will be responsible for providing space to hold such meetings.

4. The NOFO excludes funding for certain efforts such as “coordination on aligning visa requirements and travel standards among countries”, and “promoting coherence on information sharing and cooperation”. Can PRM provide clarification regarding these, and the rationale behind these exclusions to better guide us in the proposal preparation?

Response: Given the nature of PRM funding, grants provided to implementing partners must have a direct impact on refugees and vulnerable migrants. The Los Angeles Declaration Secretariat is part of PRM's efforts to push humanitarian diplomacy in the name of protecting refugees, asylum seekers, and vulnerable migrants. Activities that fall out of the scope of PRM's mandate, such as visa requirements and law enforcement cooperation and information sharing may not be supported using funding from this announcement. We require applicants to outline their plans on securing further funding to support secretariat functions dedicated to efforts under law enforcement, deportations or repatriations. Given the international nature of the Los Angeles Declaration forum, we encourage applicants to provide plans on how they will engage with other endorsing countries, IOs, private sector entities, philanthropy, and other foreign governments to secure additional donations/funding for the work of the secretariat.
