1.00 CHASSIS:
1.01 1 Vehicle check in.
1. Test all equipment before any upgrades are done.
- Interior and exterior, structure, locks, lights, electronics, batteries, as applicable.
- Chassis fluid levels, batteries
2. Provide a line item document for items that need repair, (Customer shall approve repairs).
Items that were added on to the first vehicle retrofit that are included in this proposal:
Replace gas springs on four exterior compartment doors (existing springs are weak).
Add door switches to six exterior compartments for dome lights, so each light comes on automatically when the door is opened and DC power switch is on.
Replace battery tray with a stronger design with powder coat finish to reduce corrosion.
Includes new slides. Re-use existing batteries.
Install new rack top fan panel with two ventilation fans.
Provide magnetic removable black band for cab door logo graphics. Approximately 3” high x width of logo. Requires adding a sheet of steel inside the cab door skin since the doors are aluminum.
Plumb generator air bags to chassis air supply Add fiberglass insulation inside cab dome (currently uninsulated).
Add a magnetic dry erase board on bulkhead at forward side of entry door.
Replace all exterior compartment door seals.
Re-caulk roof where needed Add removable dry erase panel next to rack for access.
Install magnetic dry erase in area below exterior TV.
Add pull strap to exterior TV door.
Replace cab seats with new air suspension, power, heated seats.
1.02 1 Inspect leveling system function. Springs have been replaced but the sensor is slow to register jacks up.
1.03 1 Remove interior. All walls, ceiling, and bulkheads will be removed. Remove all wiring associated with items removed. Body will be stripped to the wall and ceiling beams with most wiring removed to prepare for new interior. Floor will remain as is.
Existing electronics not being reinstalled will be saved for customer.
Rack mounted systems will be re-installed in new rack location using the existing 20” deep rack.
Remove existing alarm system.
1.04 1 Chassis battery disconnect switch.
NOTE:
Located on cab floor next to driver's seat.
1.05 1 Chassis starter interlock system.
• Chassis starter is disabled when any of the connected systems is not ready for vehicle travel.
• Dash mounted indicator light(s) show which device is engaging the interlock.
• Override button allows for moving the vehicle in an emergency situation.
1.06 1 Remove two existing cab seats and replace with Seats, Inc. Pinnacle series seats # 187300MW661. Black Duraleather fabric.
2.00 BODY:
2.01 1 Re-caulk roof as needed.
2.02 1 Add fiberglass insulation inside the cab dome.
2.03 1 Remove and replace existing stepwell light with Whelen 2” automatic courtesy LED at entry door. LED # T0CACCCR with flange # TFLANGEC.
2.04 1 Install bright aluminum diamond plate over sides of entry stepwell to cover old openings.
2.05 1 Lippert Treadlite 30" wide - single - automatic electric steel entry step mounted under entry door. Product features:
Automatic LED ground light Hold/Cycle switch that allows step to remain extended unless ignition is turned on.
NOTE:
Replace existing step.
Step light will be tied into courtesy light defeat.
2.06 1 Replace slideout seals on both slideouts.
2.07 2 Re-install slideout control switches.
NOTE:
Install in overhead cabinets with other controls so operator is in view of the slideout room.
Apply a label at rear slide out control switch:
MAKE SURE TABLE IS REMOVED, BEFORE RETRACTING SLIDEOUT
2.08 2 Replace slideout valances with plywood panels covers in the same laminate as the walls. Trim with anodized aluminum. Cover sharp corners with clear corner protectors.

5.00 DRIVER / PASSENGER CAB AREA:
5.01 1 Three (3) camera rear view system with 7" LCD color monitor. System includes left, right, and rear vision day/night cameras. Rear camera includes a microphone for audio commands from a spotter to the driver during backing operations.
NOTE:
Install a cover for the display screen with magnet catches. This is to block the screen for night driving, when the screen switches on with lane changes.
5.02 4 Re-install existing ceiling speakers.
NOTE:
Speakers are connected to cab AM/FM radio.
Two (2) in front room.
Two (2) in rear room.
5.03 2 Local volume control unit for additional speakers.
NOTE:
Re-install existing controls.
One (1) in front room for ceiling speakers.
One (1) in rear room for ceiling speakers.
6.00 WALLS, CEILING AND FLOOR:
6.01 Install wood furring strips on interior body side posts and roof supports to provide space for the installation of insulation, conduit and electrical boxes.
NOTE:
Install as required.
6.02 Insulate walls with a minimum of 2-1/2" of fiberglass insulation. Cover interior body side posts with 1/2" plywood sub wall.
6.03 Cover sub wall with Wilsonart laminate.
Color: Wilsonart laminate, Satin Stainless – 4830K-18 Linearity finish
6.04 Insulate ceiling with a minimum of 2-1/2" of fiberglass with an R-11 rating.
• Cover interior roof beams with 1/2" plywood.
• Modular panel design allows for manageable future additions and repairs.
• Plywood Panels covered in acoustical fabric.
NOTE:
Ceiling finish will be silver mist headliner material on sides. Center ductwork is powered coated RAL 7040 Window Gray, textured.
6.05 Vinyl cove molding (mop board) at base of wall, 2-1/2” high. Installed where required.
6.06 2 Flush pocket door covered in laminate, installed on heavy-duty aluminum c-channel track with two (2) three-wheel roller trucks and soft open/close feature. Pocket door shall have recessed handle and magnetic closure to keep the door open/closed.
NOTE:
Front door is locking.
Color: Wilsonart laminate, Satin Stainless – 4830K-18 Linearity finish.
6.07 All bulkheads shall be covered with Wilsonart laminate. Trim exposed edges of bulkheads with anodized aluminum trim.

6.08 3 Remove and replace exiting miniblinds with blackout curtains.
NOTE:
Attach as roll up curtains.
7.00 GALLEY / LAVATORY:
7.01 1 Re-install existing microwave in galley.
7.02 1 Norcold model DE-0061 (or current model) 12Vdc/120Vac refrigerator. Refrigerator has the following features:
• 7.0 ft3 capacity
• Two door model
• 3.2A - 12Vdc/0.4A - 120Vac
• Integrated door latches
8.00 SEATING:
8.01 6 Space Air Grid office chair 5560 black with armrests, five caster spider base, and adjustable height.
8.02 6 Securement strap with buckle installed under counter to secure office chair.
8.03 Fabricate and install hinged bench seating as shown on drawing. Bench seat cushions shall be hinged and covered in heavy-duty vinyl.
NOTE:
New bench seating in curb side rear slideout. Base will be black powder coated aluminum.
8.04 BENCH SEAT REQUIREMENTS:
• Foam for seat backs and bottoms shall be firm density.
• All bench seating material must meet Federal Motor Vehicle Safety Standards part 571.302 Flammability of Interior Materials.
• Material corners shall be squared or angled to fit precise cut of foam.
• Foam shall be bonded to plywood backer with industrial grade adhesive.
• Attachment of fabric/vinyl to backer shall utilize industrial grade upholstery staples.
9.00 CABINETS:
9.01 Custom fabricated aluminum cabinets located as shown on drawing. Cabinet specifications:
• Base cabinets constructed of 0.080" powder coated aluminum with anodized aluminum frames.
• Base cabinet doors are double shell, formed from a single sheet of 0.080" aluminum, with a 0.040" aluminum door back attached.
• Overhead cabinets constructed of 0.064"powder coated aluminum with anodized aluminum frames.
• Overhead cabinet doors are double shell, formed from a single sheet of 0.064" aluminum, with a 0.040" aluminum door back attached.
• Overhead cabinet doors swing up and gas spring lift supports.
9.02 1 Install new single door upper aluminum overhead cabinet.
NOTE:
New cabinet above new fridge on street side.
9.03 2 Install new upper aluminum overhead cabinet. Includes internal adjustable shelf in each section.
NOTE:
New curb side front and street side rear overhead cabinets.
9.04 5 Dry erase writing surface on overhead cabinet door.
9.05 6 Gas spring lift supports on overhead cabinet door.
9.06 1 LED light under overhead cabinet.
NOTE:
Located at galley area.
9.07 1 Install new aluminum base cabinet with three drawers under galley countertop.
9.08 2 Install new file drawer cabinet below countertop.
9.09 1 Install new aluminum closet door at galley.
9.10 1 Custom fabricated slide out tray for printer.
• 21" full extension slides with front release

NOTE:
Located below electrical distribution panels.
9.11 2 Magnetic dry erase board framed in aluminum. Includes aluminum clip frame for easy board replacement, sized as required.
NOTE:
One located at entry door on forward bulkhead One located at rack as a removable access panel
9.12 2 FRP shelf with 2" lip at front edge.
NOTE:
One fixed shelf under AC/DC control panels.
One adjustable shelf in cabinet above the refrigerator.
9.13 Cabinet shelves shall be infinitely adjustable using mini B-line track and hardware.
9.14 Reinstall existing solid surface countertops.
9.15 Wilsonart Gibraltar 1/2" solid surface removable conference tabletop over subsurface. Solid surface tabletop shall have a 1-1/2" front lip with radius edge.
9.16 Removable table legs for conference table.
9.17 Custom fabricated console to house electrical distribution components and control panels.
9.18 1 Install a removable mesh cover over the communication radio area. Removable with ¼ turn fasteners.
10.00 HVAC SYSTEM:
10.01 1 Remove existing power roof vent and seal the opening. This is necessary to provide a path for the air conditioner ducting in the front room.
10.02 2 Ducted low profile rooftop air conditioner with thermostat. Includes:
• 15,000 nominal Btu/hr air conditioner with condensate pump.
• Chill Grille Assembly with 5,600 Btu/hr heat strip
• Wall mounted thermostat (white)
• Louvered Ceiling Vents, as required
NOTE:
The roof only has room for two AC units.
10.03 2 5,100-12,000 Btu/hr direct discharge, 12Vdc powered, diesel-fired furnace with individual thermostat control. Exhaust shall be routed to the street side.
NOTE:
Apply a label at each thermostat and at each DC disconnect switch:

11.00 AC ELECTRICAL SYSTEM:
11.01 1 Connect generator air bag supply to the chassis air system.
11.02 1 ACData surge suppressor for protection of entire AC power system.
Product features:
• UL listed: UL1449 3rd Edition
• LED visual verification of status
11.03 1 100A-120/240Vac electrical control panel with the following features:
Main breaker Twelve (12) UL listed magnetic/hydraulic branch circuit breakers with LED indicators, Digital meters: voltage, frequency and amperage Generator stop/start switch, and hour meter Three position rotary selector switch
NOTE:
Existing shore power consists of a 15 amp Auto Eject and a 50 amp inlet on a power rewind cord reel.
11.04 120Vac auxiliary control panels as required with UL listed magnetic/hydraulic circuit breakers and LED indicators.
11.05 1 Kussmaul Auto Eject 20, 20A-120Vac shore power inlet #091-20WP-120RD.
NOTE:
Replace existing inlet that is faulty.
11.06 7 20A-125Vac duplex receptacle. Receptacle is not dedicated to any installed equipment.
NOTE:
One (1) below each work station counter One (1) under AC/DC control panels in storage area.
11.07 17 20A-125Vac duplex receptacle with dual USB charging ports. Receptacle is not dedicated to any installed equipment.
NOTE:
Two (2) at each curb side front workstation.
Two (2) at each street side front workstation.
Two (2) in base of bench seat.
Two (2) at each street side rear workstation.
One (1) between street side rear workstations.
One (1) at galley.
One (1) at exterior workstation tied to existing GFCI outlet.
11.08 5 Remove and replace existing exterior twist lock receptacle with 20A-125Vac exterior GFCI duplex receptacle.
NOTE:
One (1) at each previously existing tripod light (qty 4).
One (1) mid-ship street side.
Receptacle will be installed with a weatherproof cover.
Tripod lights will be removed by customer.
11.09 1 Remove existing exterior mounted 50 amp exterior circuit breaker for 50 amp receptacle.
Install new GFCI breaker at interior AC distribution panel.
11.10 1 Install 30A twist lock receptacle for new UPS location.
NOTE:
NEMA L5-30R receptacle.
11.11 Wire chase wire management raceway system located as shown on drawing. Product features:
• Satin anodized finish. The finish resists rust, corrosion and fading. Material extruded from
6063-T5 aluminum alloy.
• Removable dual cover. Makes wiring easy and accessible and provides maximum flexibility for adding or relocating outlets and circuits. The cover retention is 45 lbs. straight pull for one minute.
• UL Listed multioutlet assemblies. File E68073 Guide PVGT, Fittings: File E121188 Guide RJPR. Meets Article 380 of NEC and meets Section 12-3032 of CEC.
• UL and cUL Listed component raceways. File E73943 Guide RJBT, Fittings: File E74343 Guide RJPR. Meets Article 386 of NEC and meets Section 12-600 of CEC.
• UL5 and ADA compliant. Raceway and fittings meet UL5 specifications and can be installed in conformance with ADA requirements
Dedicated wire management from workstations to the IT rack.
11.12 1 Install customer provided UPS.
11.13 AC WIRING REQUIREMENTS:
• All AC main wiring shall be stranded THHN wire and run in non-metallic Carlon Carflex liquid tight conduit.
• All AC branch circuit wiring shall be stranded THHN wire (AWG 12 minimum) and run in non-metallic Carlon Carflex liquid tight and Carlon Flex-Plus blue ENT conduit.
• All electrical circuits and appliances shall conform to applicable national electrical codes.
12.00 DC ELECTRICAL SYSTEM:
12.01 1 Replace battery tray with a stronger design with powder coat finish to reduce corrosion.
Replace tray slides. This line does not include replacement of batteries.
12.02 2 80 amp electronic converter/charger. Product features:
• Charges up to three banks of batteries at the same time.
• UL listed for safety.
• Manual reset circuit breaker.
• Reverse battery protection.
• Electronic current limiting.
• High voltage protection.
NOTE:
Replace existing converters with new ones.
12.03 1 12Vdc control panel with seven (7) UL listed magnetic/hydraulic circuit breakers with red LED indicators and 12Vdc digital voltmeter.
12.04 12Vdc control panel as required with four (4) UL listed magnetic/hydraulic circuit breakers with LED indicators.
12.05 1 Dual Auxiliary Battery Disconnect System. Enables auxiliary battery disconnect to be activated from cab or load space area.
12.06 15 Light, Orion 6" LED, neutral white with polished bezel.
NOTE:
Configure 1/2 light mode so that any lights above TV monitors are off in that mode.
12.07 8 Light, Orion 6" LED, neutral white / red with polished bezel.
12.08 1 12VDC dual USB power port.
NOTE:
Installed in exterior workstation.
12.09 12VDC WIRING REQUIREMENTS:
• 2-gauge minimum copper stranded battery cable shall be used for 12Vdc main supply lines.
All cable runs shall be full length, no splices. All cable terminals shall be staked and soldered.
All cable shall be enclosed in convoluted polyethylene tubing and the ends of the cable shall be sealed with color-coded shrink-wrap identifying the function of the cable.
• All added electrical branch circuits shall be protected from over-current by resettable circuit breakers appropriately rated for the load. Only circuit breakers shall be used in the installation of added electrical branch circuit wiring (plug type fuses are unacceptable).
• Circuit breaker functions shall be identified by engraved or printed labels.
• All added wiring for load runs of AWG 10, 12, 14, and 18, shall conform to MIL-W-16878/2 and/or UL1007/1569”
• All added wiring for load runs of AWG 8, shall conform to MIL-W-16878/3 and/or UL1028
• Wire terminals for added circuits must conform to MIL-T-7928. Terminals shall be insulated, insulation grip, TYPE II, CLASS 2 and shall be crimped with tooling recommended by the terminal manufacturer.
• All wiring shall be numbered or lettered on 6" centers minimum.
• Wiring shall be protected from chafing and abrasion with convoluted polyethylene tubing (wire loom) as required.
• Where wire passes through sheet metal, bulkheads and structural supports, plastic grommets shall be used to protect both wiring and wire looms.
• All wire bundles shall be tied with trimmed nylon ties.
• Extreme care shall be exercised to provide for easy serviceability of the system in future years.
• Extreme care must be taken in the installation to avoid the engine manifold, engine exhaust, and muffler, which could expose the wiring to severe overheating during long periods of operation. Proper insulation and heat deflection panels must be installed in such areas.
• A high-current 12Vdc system wiring schematic shall be provided.
• These are the minimum acceptable 12Vdc wiring requirements.
13.00 EMERGENCY LIGHTING / SIRENS:
13.01 1 Whelen model L22HGP Series LED green command strobe.
NOTE:
Replace existing strobe unit. Mounted on mast topper.
14.00 AUDIO / VIDEO:
14.01 9 Install existing TV/monitor.
NOTE:
One (1) at each curb side front workstation.
One (1) at each street side front workstation.
One (1) at each street side rear workstation.
Three (3) on rear wall.
All monitors are on solid mounts, no arms/swivel.
14.02 1 Remove existing exterior TV monitor and replace with the following. Includes reworking the interior of the TV compartment as required for new TV.

Remove existing exterior speakers.
14.03 1 Rework exterior TV compartment with new painted fabricated aluminum components. Install magnetic dry erase material in lower section of the compartment area. Add a pull strap to the TV compartment door.
NOTE:
Keep lower shelf set at horizontal when opened.
14.04 1 Install existing DSS controls in electronics rack. Unit was removed from front room.
14.05 2 Install existing satellite receiver in electronics rack. Receiver was removed from front room.
NOTE:
Connect off-air TV to the antenna input of each receiver.
14.06 2 IR Extenders to remotely control a rack mounted DirecTV receiver in another room or location.
NOTE:
One will be mounted in the Front Room and one will be mounted in the Rear Room.
14.07 1 Four (4) IP Perimeter Cameras. AXIS P1224-E (or current model) Miniature Network Camera.

14.10 1 A/B switch to select between sources.

Sources being switched are the exterior coaxial input and the off air antenna.
14.11 1 Remove and replace existing off air antenna with the following:
JACK® model OA8500 Digital HDTV Antenna + Mount with SureLock™ DTV Signal Meter. No crank up, built in Amplifier and 360° rotation for improved reception.
Includes amplifiers as required.
14.12 1 Extron DXP 88HD 4K PLUS 8X8 HDMI Matrix Switcher. 60-1495-21

NOTE:
This is for splitting the off-air TV signal to all TVs.
14.17 All RF cable for DSS antenna systems (when specified) shall be Belden #9116 series 6 broadband coaxial cable. All other video cabling shall be Belden #1505A RG-6/U precision video cable.
15.00 MAST AND MAST MOUNTED EQUIPMENT:
15.01 1 Replace wiring for existing mast on rear of vehicle. Includes:
• Carlon Carflex ENT conduit routed from mast location to equipment rack cabinet for camera wiring (camera not included).
• Receptacle for mast compressor on dedicated circuit (compressor not included).
• New mast dump valve to vent mast when vehicle is traveling.
15.02 1 Remove, ship to Willburt for evaluation and rebuild, and re-install existing Will-Burt mast.
Includes new seals, expanders, internal bumpers, external bumpers, orifice bolts and collar bolts as required. NOTE: DOES NOT INCLUDE mast tube sections, collars, collar delrins, collar inserts, and top tube stops. These parts if needed will be an additional charge. It is hard to determine what else the masts might need until the mast is taken apart and evaluated.
NOTE:
Mast is Will-Burt TMD 8.5-52. If additional repairs are needed, quote the customer the repair cost vs. replacing with a new mast.
15.03 1 New 1" Nycoil for external mast at rear.
15.04 1 Custom fabricated bracket on mast to mount two individual camera systems and two antennas.
NOTE:
Custom mast bracket painted to match body color for the following:
• Two (2) customer supplied cameras.
• One (1) green LED command strobe.
• Two (2) antennas from existing mast bracket, 1 triband and 1 low band, run to antenna termination panel.
• One (1) look up light.
Existing D-Tec will not be used.
15.05 1 Mast lookup light mounted on mast.
15.06 1 Weatherproof mast up/down control switch on exterior of vehicle.
NOTE:

16.00 RADIOS:
16.01 Primary 12Vdc power leads for communications radios shall be minimum 2-gauge copper stranded wire with soldered crimp-on end connectors (gauge based on radio requirements).
Cables shall be enclosed in convoluted tubing and function identified with colored shrink-wrap.
Power to radios shall be controlled by a continuous-duty switch actuated by the auxiliary battery disconnect switch.
16.02 5 Re-install existing communications radio. Installation includes:
• Utilizes existing triband antenna on existing antenna raceway.
• NMO-style base on the antenna raceway.
• LMR240 antenna cable routed to radio transceiver location in Carlon Carflex ENT conduit.
• 12Vdc power routed to radio transceiver location.
NOTE:
One (1) Motorola APX7500 dual band in cab. Run antenna for cab radio to the body roof.
Radio is already installed in cab. Radio has two separate antennas.
Three (3) Motorola APX8500 tri-band transceivers in electrical distribution area with remote heads at curb side front workstations. Each of these uses a tri-band antenna.
One (1) MSAT radio with transceiver and head located below electrical distribution area.
Mount existing speakers at each radio head location.
16.03 3 New antenna cable run to existing triband communication radio antennas on raceway.
Installation includes:
• NMO-style base on the antenna raceway.
• LMR240 antenna cable routed to radio transceiver location in Carlon Carflex ENT conduit.
NOTE:
These are for the radios in the printer area.
16.04 1 Radio antenna termination panel for up to twenty (20) radios. Includes:
• TNC bulkhead jack in panel for each radio antenna on the raceway
• Antenna leads from radio locations to panel routed through Carlon Carflex ENT conduit with 18" of extra cable at panel to allow customer to reconfigure panel as required
NOTE:
Replace existing patch panel. Label and terminate antenna cables.
All antenna cables will be replaced. Roof mounted hinged antenna rail will be removed by the customer. Fixed antenna mounting brackets will remain on the roof.

16.06 1 Reinstall customer provided Motorola repeater system.

17.11 6 Reinstall customer provided laptop docking station on work station counter.
17.12 1 Reinstall customer’s AvL VSAT antenna controller and new iDirect x7 modem in rack.
17.13 2 New antenna cable run to existing antenna on raceway.
NOTE:
Two (2) 4G cellular antennas for Cisco. Provide RF extender cables as needed to reach new rack location.

18.00 MISCELLANEOUS ELECTRONICS:
18.01 1 Combine both racks to single existing curb side rack. Use the shallower ERK series rack due to limited depth at the exterior TV compartment. Rearrange rack to have all IT, radio interop. and electrical equipment in it. IT will be at top of rack.
Touch up paint on rack as needed. Replace and/or add rack rail as needed for equipment.
18.02 1 Middle Atlantic VFD-40 vented front door.
NOTE:
Door is secured closed with a key lock.
18.03 1 Middle Atlantic ERK-4FT rack fan top panel with two (2) 50 cfm ventilation fans.
18.04 1 Tripp-Lite ISOBAR12ULTRA 12-outlet rack mount surge protector.
18.05 1 Rework inset panel in existing street side input box for new inputs. Remove old phone hardware from box.
19.00 EXTERIOR STORAGE COMPARTMENTS:
19.01 1 Rework generator door handle. Remove key cylinder and plug the hole.
19.02 1 Check / repair / realign doors on storage boxes to improve handle/lock function.
19.03 4 Replace gas springs on exterior compartment doors.
19.04 6 Replace seals on exterior compartment doors and entry door.
19.05 6 Add door switches to exterior compartments for the dome lights, so each light comes on automatically when the door is opened and DC power switch is on.
