About this file
This Performance Work Statement (PWS) details logistics planning support services for Fleet Readiness Center East (FRC-E) to establish depot maintenance capabilities for U.S. Navy C-130 aircraft at the Global TransPark Facility in Kinston, NC. The primary objective is to develop a Heavy Maintenance Center (HMC) with a targeted 180-day turnaround time (TAT) for C-130 Periodic Maintenance Inspections (PMI).
Key contractor requirements include providing comprehensive support across multiple areas: product support management, supply support, material readiness, training development, technical data identification, support equipment integration, and facilities planning. Specific deliverables include a 180-day TAT achievement plan (due within 120 calendar days of award), supply support plan (within 90 days), technical data requirements (within 90 days), and a training plan (within 120 days). The solicitation is issued by the Defense Logistics Agency Aviation under pre-solicitation number SPE4AX25R0048, with the goal of establishing efficient C-130 depot-level maintenance capabilities through a phased, data-driven implementation approach.

PERFORMANCE WORK STATEMENT
C-130 Depot Support
1.0 BACKGROUND
Fleet Readiness Center East (FRC-E) is building additional depot repair facilities at the Global TransPark Facility located in Kinston, NC. This site will support maintenance operations for the C-130 fleet with the objective to work toward achieving Heavy Maintenance Center (HMC) capabilities or status to include all possible manufacture capability to achieve desired Turnaround Times (TAT).
2.0 SCOPE
This Performance Work Statement (PWS) defines logistics planning support services for the depot transition, activation and operation of U.S. Navy C-130 depot maintenance at FRC-E.
3.0 PERFORMANCE REQUIREMENTS
3.1 Product Support Management
3.1.1 The contractor shall provide the required documentation in accordance with the agreed delivery schedule included as Annex A.
3.1.2 The contractor shall assess and determine suitability of FRC-E based on necessary quality systems similar direct support and authority as a certified C-130J Heavy Maintenance Center.
3.1.3 Contractor shall provide a plan that targets a 180-day TAT on the C/KC-130 PMI. The 180-day TAT target is dependent on several factors outside the control of the contractor including, but not limited to, number of personnel and their competencies, availability of parts and lead items as well as condition of the inducted aircraft. The plan will be a data driven plan and include a multi-phase implementation approach based on the results of the capabilities assessment and gap analysis.
3.1.4 Contractor shall collaborate with FRC-E to update the Depot Activation Integrated Master Schedule based on agreed upon implementation plan and key required actions as identified in the assessment and in line with the plan to achieve 180-day TAT.
3.2 Product Support Management
3.2.1 Supply Support. The contractor shall provide a Supply Support Plan to support material readiness in accordance with the project timeline and commit to identifying material requirements necessary for depot level repair. The plan will include a Bill of Materials specifying all components, kits, sub-assemblies, and materials required for the repair and maintenance of the C-130 with planning factors, material lay-in recommendations, and hazardous material handling requirements as needed.
3.2.2 Material Readiness Support. The contractor shall provide manpower and comprehensive support for the organization, delivery, and kitting of parts, assemblies, and materials to the aircraft dock at the Global TransPark to support FRCE Maintenance, Repair, and Overhaul (MRO) of C-130 aircraft. This includes the pre-positioning of materials and parts in accordance with the project timeline to support depot-level repair activities. The contractor will move parts, materials, and kits upon request from the local warehouse to designated locations for pickup, ensuring efficient, timely delivery and an organized layout of parts. The layout may be organized by aircraft, zone, phase, or other methods as determined to maximize efficiency in execution of touch labor, while minimizing opportunities for damage, loss, or misplacement. The contractor will deliver “ready-to-go,” well-organized part groupings that fully support all inducted workload at the Global TransPark, enabling streamlined production and maintenance workflows to enable meeting of the 180-day TAT target.
3.2.3 Training. Contractor shall develop and provide a training plan based on current D-Level training which is utilized at both production and depot C-130 sites. The training plan will be designed to enable the successful implementation of the government ability to execute a 'train the trainer' concept and achieve the objective 180-day TAT.
3.2.4 Technical Data. Contractor shall identify a comprehensive list of technical manuals recommended to perform the C-130 depot level maintenance requirements of a Heavy Maintenance Center. With specific C-130 support equipment and material supply or manufacturing shortfalls, the contractor will provide recommendations for acquisition or manufacture including but not limited to providing material, technical access or data rights on a case-by-case basis.
3.2.5 Support Equipment Integration. The Contractor shall recommend phased support equipment procurements and work with the FRC-E team to determine the best sources to procure common and peculiar C-130 maintenance support equipment. For support equipment available from the contractor, the contractor will provide specific procurement recommendations for expeditious acquisition.
3.2.6 Facilities Integration. Contractor shall provide integrator support on planning operational elements associated with C-130 depot level maintenance. The contractor shall provide specific support and recommendations regarding production flow, equipment layout, and back-shop flow. Regular meetings and workshops shall be conducted to ensure operational alignment with the provided 180-day TAT plan.
