About this file
This is a Questions and Answers document for Solicitation FP1024596A, which addresses clarifications on the repair and replacement of the Installation Boundary Fence at F7211, Vance AFB in Enid, Oklahoma. The document resolves 16 key questions submitted by potential contractors regarding scope, specifications, and bid requirements.
Critical clarifications include: the fence fabric must be 6 feet in height with 3-strand barbed wire above, matching existing conditions, with the SOW exception governing over UFC 4-022-03 defaults; cable barrier reinforcement is not required, but corner reinforcement and truss rods are necessary throughout the installation; the frangible fence detail shown on drawings is for reference only and is not required for this project since the work replaces in-kind the section damaged by a tornado on April 23, 2026; orange construction fence (Item #6) has been removed from the bid form and SOW as temporary fencing is already in place; a temporary chain-link fence currently protects the installation and provides contractor access; excess spoils from excavation shall be disposed of on-site at a government-designated location; existing fence post footings must be fully removed with backfill/compaction per specified standards (90% ASTM D698 on grass areas, 95% standard proctor under paved areas); grading and seeding (not sod) are acceptable for ground repair; a 50% performance bond is required within 5 business days of award notification; 133 cubic yards governs for mow strip pricing per the drawings; ground rods shall be 3/4-inch diameter by 10 feet long; grounding conductor shall be No. 8 copper; and both gates total 20 feet in opening width. These clarifications were issued as Amendment #3 and reflect changes documented in Amendment #2, which also removed the orange fence line item and corrected the ground rod specifications in the SOW.

| FP1024596A Repair Boundary Fence |
| All submitted questions will be added to this document once received and reviewed by the requester. Once questions are answered, they will be posted by the indicated date. |
| Question # | Reference Document | Question | Response |
| 1 | SOW 1.04.C; SOW 1.04.C.5.c.1; UFC 4-022-03; Drawing Details C-503 / C-3 as applicable | The SOW states that all work shall comply with UFC 4-022-03, with the exception of the fabric height, which must match the existing 6-foot height. UFC 4-022-03 appears to require a minimum 7-foot fence fabric height for security/perimeter fencing unless otherwise directed, excluding the top guard. The SOW also states the fabric must be stretched with a minimum height of 6 feet, while some drawing details appear to reference 7-foot and/or 8-foot heights. Please confirm that the required fence for this scope is 6-foot chain link fabric with 3-strand barbed wire/outrigger above, matching the existing fence, and that the 6-foot SOW exception governs over the UFC default and any conflicting drawing height callouts. | The Contractor needs to match existing fence fabric height of 6-feet with 3-strand barbed wire at an additional foot of height. The overall fence has been worked by others in the past, therefore the record drawings show 6-feet and 7-feet fabric height with the 3-strand barbwire. |
| 2 | Sheet C-3 Detail G4; SOW 1.04.C.5; Bid Form Item 3 | Sheet C-3 Detail G4 shows cable barrier reinforcement. We do not see this specifically called out in the SOW scope or as a separate bid item. Prior projects with similar fence scope have included additional details when cable reinforcement was required. Please confirm whether the cable barrier reinforcement shown in Detail G4 is required for this project. If it is required, please confirm the required detail, limits, and whether it should be included in Bid Form Item 3 or otherwise accounted for in the bid. | Correct, the record drawing was provided as a reference. A cable barrier reinforcement along the middle of the fence fabric is not required on this project. However, the Contractor needs to provide appropriate corner reinforcement and truss rods where applicable throughout the section of fence that will be installed. |
| 3 | Sheet C-3 Detail G3; SOW 1.03 / Figure 1; UFC 3-260-01 | Sheet C-3 Detail G3 shows a frangible fence detail. The SOW location appears to place this work along the south installation boundary. On airfield fence projects where frangible fence sections are required, the project documents typically identify the required runway centerline and taxiway centerline offset limits so the frangible sections can be properly located. We do not see those minimum runway/taxiway measurements or frangible limits identified in the current documents. Please confirm whether the frangible fence detail is required for this fence line. If required, please provide the governing criteria and the runway/taxiway offset limits or locations where the frangible fence detail is to be used. | The frangible fence detail shown on the record drawing is for referecing that the fence section doesn't have a cable barrier running along the middle of the fence fabric, or is not reinforced. Since the purpose of this project is to replace in kind the section of fence damaged by the tornado that occured on 23-Apr-26. Refer to response to question #2. The fence will be located on the same spot where it was before. |
| 4 | SOW 1.04.F; Bid Form Item 6 | The SOW requires 4-foot orange construction fence around the jobsite, and the Bid Form includes Construction Fence as a lump sum item. Please confirm whether the orange fence is intended to be installed for the full 4,000 LF to establish the work area limits, or installed in sections as the work progresses. | Amendment #1 will be issued to remove this line item #6 "Construction Fence (Orange Fence)" from Appendix B - Bid Form; and from SoW Section 1.04.F since there is a temporary fence in place already. However, the Contractor will need to remove sections of the temporary fence to access the section of fence being worked on. |
| 5 | SOW 1.04.C; SOW 1.04.C.3.b.2; SOW 1.08.B | This scope is for the installation boundary fence and the SOW states the work is to establish a continuous security barrier. The SOW also requires a minimum 7-day curing period before applying tension to cables and fabric. Please confirm the required approach for maintaining base security during demolition, post installation, cure time, and fence replacement. Also confirm the maximum length of fence that may be removed or left open at one time, and whether any temporary closures, after-hours security measures, or other security requirements apply during construction. | The purpose of this project is to replace in kind the section of fence damaged by the tornado that occured on 23-Apr-26. Vance AFB currently has a temporary chain-lonk fence in place to protect the Installation while we await the award of this project. With this being said, the Contractor will have access to the area where the fence needs to be installed. |
| 6 | SOW 1.04.C.2; SOW 1.04.C.3; SOW 1.12.A | The scope includes excavation for fence post footings and mow strip replacement. Please confirm whether excess dirt/spoils from excavation may be spread and graded onsite along the fence line, or if all excess dirt/spoils are to be hauled off the installation and disposed of by the Contractor. If haul-off is required, please confirm whether any specific disposal, testing, or documentation requirements apply. | Excess dirt/spoils will be disposed on site, at a location provided by the Government. |
| 7 | SOW 1.04.C.2.a; SOW 1.04.C.2.c; SOW 1.04.C.3 | The demolition scope references removal of damaged fence items, including bent posts, post footings, and damaged concrete mow strip. Please confirm whether the existing fence post footings are to be fully removed and disposed of, or if the existing posts may be cut off at grade and the new mow strip placed over the old post footings where they do not interfere with the new work. If full footing removal is required, please confirm the required backfill and compaction requirements. | The existing fence post footings are to be fully removed and disposed of. On grass areas, backfill/compact with existing soil in 12-inch lifts to 90% ASTM 698 maximum density. Under paved areas, backfill/compact with select fill to 95% standard proctor. Compaction requirements will be included in Amendment #1 - Section 1.04.C.2. |
| 8 | SOW 1.04.C.6.a; SOW 1.12; SOW 2.02.C | The SOW states to grade disturbed earth, re-seed if necessary, and clean the site to preconstruction conditions or better. Please confirm whether sod is required for ground repair after construction, or if grading and seeding are acceptable. If sod is required, please define the limits or conditions that would require sod, such as tire rutting, disturbed work areas, areas outside the normal fence line work limits, or all disturbed areas. | Grading and seeding is acceptable. |
| 9 | SOW 1.02.A; Appendix B - Bid Form; Sam.gov bid requirements | The SOW states the bid package shall include a completed Appendix B - Bid Form along with all required documentation stated in Sam.gov. We do not see bonding requirements listed in the SOW or Bid Form. Please confirm whether a bid bond, performance bond, and/or payment bond is required for this bid or award. If bonding is required, please confirm the required bond type, amount/percentage, and when it must be submitted. | A bid bond is not required, however a 50% performance bond will be required of the awardee within 5 business days once notified. |
| 10 | Does 133 CY govern for mow strip pricing even though the drawing geometry calculates closer to 111 CY? | The 133 CY governs. If discrepancies occur during construction, the Contractor can submit and and RFI to ASRC's Contruction Managerso that it can be reviewed and a way forward is determined. | |
| 11 | Are ground rods to be 5/8” x 8’ per SOW or 3/4” x 10’ per detail/spec? | Ground rod to be 3/4 in x 10-feet per detail and specs. Amendment #1 will be provided to correct this statement in section 1.04.C.4.3 of the SoW. | |
| 12 | Is the grounding conductor No. 8 copper, or is any No. 2 copper required at gates? | Grounding conductor to be No. 8. Refer to Appendix C, Specifications, Section 3.2.8.d. | |
| 13 | Are the two gates each 20’ total opening, or 20’ per leaf? | The gates are 20-feet total opening. | |
| 14 | Does ASRC expect a dedicated sweeper truck, or is daily FOD control with broom/sweeper attachment acceptable? | A sweeper truck is not necessary for this project. The fence can be access through a service road whithin the installation. | |
| 15 | C503 detail #4 Calls for 3/4" diameter, 10-foot length Grounding Rod and the SOW calls for 5/8" diameter, 8-foot length. Please confirm diameter and length. | Refer to response to question #11. | |
| 16 | Please confirm whether the design is intended to match the existing fence. The detail sheets indicate differences in post sizing, fence height, and other aspects that do not appear consistent with the existing conditions. | The intent of the project is to match the existing fence. |
