About this file

This is a Request for Quotation (RFQ) for a hysteresisgraph, a laboratory instrument used for characterizing magnetic materials. The solicitation number is 1333ND26QNB640525, issued by the National Institute of Standards and Technology (NIST), a small business set-aside restricted to businesses meeting the small business size standard of 1,000 employees under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing).

Quotations are due electronically by 9:00 AM Eastern Time on August 28, 2026, to the Contracting Officer, Sadaf Afkhami, at Sadaf.Afkhami@nist.gov. The contract will be awarded to a single responsible quoter using simplified acquisition procedures, with the Government reserving the right to make an award without discussions. One new hysteresisgraph is required as a firm-fixed-price purchase order, with delivery to NIST's Gaithersburg, Maryland facility (Building 223, Room A140) within 12 months of award. The equipment must include specific technical specifications including an electromagnet with pole pieces (≥40 mm diameter, ≥50 mm maximum gap), magnetic field range of at least ±3.2 T (FeCo) or ±2.4 T (heated pole pieces), fluxmeter accuracy of ±0.5%, temperature range capability of 20°C–200°C for heated pole pieces, and software measurement capabilities meeting specified accuracy levels for remanence (±1%), normal coercivity (±1.5%), and intrinsic coercivity (±1.5%). The quotation shall include shipping, delivery, two manuals, installation (optional but favorable for evaluation), one-year warranty covering all parts and labor, in-person training for up to two NIST personnel covering operation and maintenance, and operational compliance with ASTM A977 standards. Quoters must provide technical capability documentation demonstrating how the proposed system meets all minimum requirements with specific citations to product literature, past performance examples from the last three years (up to five references), and a firm-fixed price including all applicable discounts and shipping costs. Quoters must maintain active registration in the System for Award Management (SAM.gov) at the time of quotation submission and through contract award and performance.

Volume III – Terms and Conditions:

The quoter shall review the provision and clauses attachment and complete any required information as record via a separate volume response to this solicitation.

Note: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. Contracting officers will rely on representations from offers based on provisions in the solicitation. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

Acceptance of Terms and Conditions:

If the contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" [Contractor shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the contractor to identify in their quotation any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Contractor's acceptance of the Government's terms and conditions for inclusion into the resultant purchase order (PO).

Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If a quoter submits a quotation based upon an FSS or GWAC contract, the Government will accept the proposed price. FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (DEVIATION

Jan 2026)

(a) Evaluation factors. The Government intends to award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Technical Capability, Past Performance, and Price.

A quoter's failure to address any factor may be considered indicative of the quoter's lack of understanding of the Government's requirements and may result in the quotation being determined unacceptable.

The Government intends to award a single firm fixed price purchase order (PO) from this solicitation utilizing simplified acquisitions procedures in accordance with FAR part 12 of the

Revolutionary FAR Overhaul. The Government reserves the right not to award a PO and to make an award without discussions based solely upon initial quotes.

Evaluation Factors:

Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate the extent to which the quoter has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. The contractor shall be responsible for providing NIST with all needed information about the expected environment

PAGE 7 OF 24 1333ND26QNB640525

and room configuration. If a quoter’s technical description and/or product literature does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not meet the requirements.

Installation of the equipment is not required under this solicitation. However, contractors who offer installation services will be given additional consideration.

Past Performance: The Government will evaluate the quoter’s record of past performance to assess the confidence level it has in the quoter’s ability to successfully perform the requirements in the solicitation. Performance on projects within the last three (3) years of similar size, scope, and complexity to the requirements, will be considered.

The government reserves the right to consider past performance data obtained from sources other than those provided by the quoter in its quotation. If a quoter does not have a record of recent and relevant past performance, they will not be evaluated favorably or unfavorably but will receive a 'Neutral' rating.

Price: The proposed price will be evaluated. The evaluation will determine whether the proposed prices are reasonable in relation to the solicitation requirements. Prices must be entirely compatible with the technical portion of the quotation.

TITLE: Hysteresisgraph

I. BACKGROUND INFORMATION

The National Institute for Standards and Technology’s (NIST) Materials Science and Engineering

Division (MSED) is involved in the development of standard reference materials (SRMs) for magnetic materials – critical standards for measuring magnetic materials for next generation permanent magnets for motors, electrical transformers and many other applications. NIST magnetic SRMs are the only source of SRMs for calibrating magnetometers and thus providing traceable and quantitative magnetic measurements. As part of this work, we are developing new materials and SRMs for permanent magnet measurement. The purpose of this procurement is to acquire a hysteresisgraph, used by industry for rapidly characterizing permanent magnets at high magnetic fields and temperatures. This work is in line with the NIST mission for advancing measurement science, standards and technology in ways that enhance national security and improve our quality of life, as well as MML’s mission of researching industrial and environmental materials and the dissemination of tools including procedures, data and best practice guides.
