About this file

The document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, issued in October 2012 by a local government procurement agency. The guidelines outline a comprehensive framework for implementing minority and women-owned business enterprise (WMBE) participation across various industry categories including construction, construction-related services, professional services, non-professional services, and goods procurement.

The guidelines provide a detailed matrix identifying underutilized WMBE primes and sub-contractors/sub-consultants across different ethnic and gender categories. The policy applies to formal procurements and solicitations, with WMBE participation narrowly tailored for affected groups. Specific business enterprise categories are defined, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The document defines industry categories such as construction, construction-related services, professional services, non-professional services, and goods, providing clear definitions for each to ensure consistent application of the procurement guidelines.
