About this file
The document is a Minority & Small Business Participation Procurement Guidelines form (MBD Form-70) issued in October 2012, applicable to formal procurements and solicitations by a government entity. The guidelines outline specific participation requirements for Disadvantaged Business Enterprises (DBEs) across various industry categories, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed matrices showing underutilized Women and Minority Business Enterprise (WMBE) primes and sub-contractors/sub-consultants for each industry category.
The policy aims to narrowly-tailor WMBE participation for affected groups, with precise definitions for each business enterprise type: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The guidelines specify what constitutes each industry category, such as defining Construction as new construction, renovation, restoration, and maintenance of public improvements, and Goods as supplies, materials, equipment, and other commodities. The document serves as a framework for ensuring diverse business participation in government procurement processes, with a structured approach to identifying and promoting underrepresented business enterprises across different sectors.
