About this file

The document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, issued in October 2012. The guidelines provide a comprehensive framework for formal procurement processes, specifically focusing on increasing participation of underutilized Women and Minority Business Enterprises (WMBE) across various industry categories including construction, construction-related services, professional services, non-professional services, and goods procurement.

The guidelines define specific business enterprise categories: Black/African-American Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The document outlines detailed matrices showing underutilized WMBE primes and sub-contractors/sub-consultants across different industry sectors, with the stated policy of narrowly tailoring WMBE participation for affected groups. The procurement guidelines are designed to promote diversity and inclusion in contracting by identifying and addressing underrepresentation of minority-owned and women-owned businesses in various professional and commercial domains.
