About this file
This document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, outlining guidelines for formal procurement and solicitations across various industry categories. The guidelines define specific industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, with detailed definitions for each category. The document provides a comprehensive matrix identifying underutilized Woman and Minority Business Enterprises (WMBE) for both prime contractors and sub-contractors/sub-consultants across five industry segments: Construction, Construction-Related, Professional, Non-Professional, and Goods.
The procurement guidelines are designed to narrowly tailor WMBE participation for affected groups, with specific focus on business enterprises representing Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman (WBE) owned businesses. The policy applies to formal procurements and solicitations, aiming to increase participation and opportunities for minority and small businesses across different industry categories. The document uses a color-coded matrix to clearly delineate underutilized business categories, providing a strategic framework for procurement professionals to enhance diversity and inclusion in contracting opportunities.
