About this file

This document is a Minority and Small Business Participation Procurement Guidelines form (MBD Form-70) issued in October 2012, applicable to formal procurement processes. The document provides detailed guidelines for implementing minority and women-owned business enterprise (WMBE) participation across different industry categories, including construction, construction-related services, professional services, non-professional services, and goods. The guidelines specify underutilized WMBE prime contractors and sub-contractors/sub-consultants for each industry category, highlighting specific business enterprises such as Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE).

The policy is designed to narrowly tailor WMBE participation for affected groups across various procurement categories. The document defines industry categories comprehensively, including specific definitions for construction (new construction, renovation, restoration), construction-related services (architecture, engineering, design build), professional services (attorneys, consultants), and non-professional services (maintenance, painting, security). The guidelines aim to promote diversity and inclusion in procurement by identifying and addressing underutilized business enterprises across different demographic and industry segments, providing a structured approach to minority and small business participation in formal procurement processes.
