About this file
The document is a Minority and Small Business Participation Procurement Guidelines form (MBD Form-70) issued in October 2012, designed to implement guidelines for formal procurements and solicitations. The guidelines establish a framework for Women and Minority Business Enterprise (WMBE) participation across various industry categories, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed categorizations of business enterprises by demographic groups: Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman (WBE) Business Enterprises.
The procurement guidelines outline specific underutilized WMBE prime contractors and sub-contractors/sub-consultants for each industry category. The policy states that WMBE participation will be narrowly-tailored for affected groups, with clear definitions for each industry category. For example, Construction is defined as new construction, renovation, restoration, and maintenance of public improvements, while Professional Services encompass roles like attorneys, accountants, and medical professionals. The document serves as a structured approach to ensure diverse business participation in formal procurement processes, providing a matrix of underrepresented business categories across different service and product domains.
