About this file

This is a Procurement Guidelines document issued by the City of Tampa establishing minority and small business participation requirements for formal procurements and solicitations. The document defines business enterprise categories across five industry classifications: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. Each category includes designated underutilized Women and Minority Business Enterprise (WMBE) classifications: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The guidelines apply specifically to formal procurements and establish narrowly-tailored WMBE participation requirements for both prime contractors and subcontractors or sub-consultants within each industry category. The Bunker Gear Services solicitation (ITB 25-P-00167) issued by the City of Tampa Fire Rescue Department seeks a vendor to provide professional cleaning, repair, and maintenance services for firefighter protective equipment in compliance with National Fire Protection Association (NFPA) Standard 1851. The vendor must be an NFPA-certified Independent Service Provider with a repair facility within 300 miles of Tampa City Hall, capable of servicing gear within seven business days. The solicitation includes 129 line items covering repair and cleaning services, with bid submissions due June 25, 2025, at 4:30 pm. The initial contract period is one year with two optional one-year renewal periods.

The estimated contract value is $55,000, with bid discounts available for underutilized Women and Minority Business Enterprises (up to $20,000) and Small Local Business Enterprises (up to $10,000). Successful vendors must submit a Letter of Intent (Form MBD-40) within ten working days of bid opening documenting subcontractor involvement and commitment. The City of Tampa's Equal Business Opportunity Program requires comprehensive documentation of all subcontractor payments through Form MBD-30 reporting, including detailed tracking of company information, contract amounts, and payment periods. Award decisions will be based on vendor responsibility, experience, financial condition, and compliance with bid requirements. The City reserves the right to award the bid by division or in aggregate and requires vendors to maintain washing and drying equipment meeting NFPA 1851 standards with capability for on-site mobile advanced cleaning services.
