About this file
The document is a Minority and Small Business Participation Procurement Guidelines form (MBD Form-70) issued in October 2012, applicable to formal procurement processes. The guidelines provide a comprehensive framework for underutilized Women and Minority Business Enterprise (WMBE) participation across multiple industry categories, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document defines specific business enterprise categories: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE).
The procurement guidelines outline detailed matrices for underutilized WMBE primes and sub-contractors/sub-consultants across different industry sectors. The policy is designed to be narrowly-tailored for affected groups, with specific focus on increasing participation of minority and small businesses in formal procurement and solicitation processes. The document provides clear definitions for each industry category, such as construction being defined as new construction, renovation, restoration, and maintenance of public improvements, while goods are defined as supplies, materials, equipment, and commodities. The guidelines aim to promote diverse business participation in government contracting opportunities.
