About this file

This document is a Procurement Guidelines document for Minority & Small Business Participation, created in October 2012. The guidelines provide a framework for implementing diversity and inclusion strategies in formal procurement processes across multiple industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document outlines specific underutilized business enterprise (WMBE) categories for both prime contractors and sub-contractors/sub-consultants, identifying targeted groups such as Black, Hispanic, Native American, and Woman-owned businesses.

The policy aims to narrowly-tailor WMBE participation across different industry sectors, with precise definitions for each business category. The document uses a matrix to illustrate underutilized businesses in prime and sub-contract roles, breaking down opportunities by racial/ethnic and gender classifications. Key definitions include Construction (new construction, renovation, maintenance of public improvements), Construction-Related Services (architecture, engineering, design build), Professional Services (attorneys, consultants), and Non-Professional Services (maintenance, painting, security). The guidelines are designed to promote diversity and inclusion in procurement, with specific focus on businesses owned by Black, Asian, Hispanic, Native American, and Women entrepreneurs.
