About this file

The document is the MBD Form-70 Procurement Guidelines for implementing Minority and Small Business Participation, designed to guide formal procurement processes for a local government agency. The guidelines outline specific strategies for increasing participation of underutilized Minority and Women-owned Business Enterprises (WMBE) across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed taxonomies of business enterprise classifications, including Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE).

The procurement guidelines are narrowly-tailored to promote participation of specific minority and women-owned businesses in different industry sectors, with distinct recommended approaches for prime contractors and sub-contractors/sub-consultants. The document defines each industry category comprehensively, such as construction being new construction, renovation, restoration, and maintenance of public improvements, and goods being supplies, materials, equipment, and machinery. The guidelines appear to be from October 2012 and are structured to provide a systematic approach to increasing diversity and opportunity in government procurement processes, with a focus on identifying and supporting underutilized business enterprises across various demographic and industry segments.
