About this file
This document is a Procurement Guidelines document for Minority & Small Business Participation, focused on implementing diversity requirements for formal procurement processes. The guidelines outline specific industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, with detailed matrices identifying underutilized Minority and Women Business Enterprise (WMBE) primes and sub-contractors/sub-consultants across different demographic groups.
The document provides precise definitions for each industry category and business enterprise type, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The policy explicitly states that these guidelines apply to formal procurements and solicitations, with WMBE participation being "narrowly-tailored for affected groups." The matrices categorize underutilized businesses by industry, highlighting specific demographic groups that are considered underrepresented in various professional and commercial sectors, with the goal of promoting more inclusive procurement practices.
