About this file

The document is an MBD Form-70 Procurement Guidelines document detailing Minority and Small Business Participation guidelines for formal procurement opportunities. The guidelines outline underutilized Women and Minority Business Enterprise (WMBE) participation across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides specific definitions for each industry category and establishes participation goals for minority-owned and women-owned businesses, including Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman-owned (WBE) enterprises.

The procurement guidelines are narrowly tailored to promote participation of underrepresented business groups in different industry sectors. The document includes detailed matrices showing underutilized WMBE primes and sub-contractors/sub-consultants across each industry category, with specific designations for different minority and women-owned business types. The guidelines apply to formal procurements and solicitations, with the goal of increasing minority and small business involvement in government contracting opportunities. The document is dated October 2012 and is labeled as an RFP (Request for Proposal) form, suggesting it is a standardized approach to promoting diversity in government procurement processes.
