About this file
The document is the City of Tampa's Minority & Small Business Participation Procurement Guidelines (MBD Form-70), dated October 2012, outlining guidelines for formal procurement and solicitation processes. The document defines industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, and provides detailed matrices identifying underutilized Women and Minority Business Enterprise (WMBE) primes and sub-contractors across these categories.
The guidelines are specifically designed to implement narrow, targeted participation requirements for minority and small businesses. The document categorizes business enterprises by demographic groups: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The policy applies to formal procurements and solicitations, with WMBE participation tailored to address underutilization in specific industry categories. The matrix provides a comprehensive breakdown of underrepresented groups in prime and sub-contract roles across different service and goods sectors, serving as a strategic tool for promoting diversity in municipal contracting.
