About this file
The document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, issued in October 2012, designed to implement guidelines for formal procurement and solicitations. The guidelines outline specific industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, with detailed definitions for each category. The document provides a comprehensive matrix identifying underutilized Minority and Women Business Enterprises (WMBE) for both prime contractors and sub-contractors/sub-consultants across different industry sectors.
The procurement guidelines are narrowly tailored to promote participation of specific business enterprises, including Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The matrix categorizes underutilized businesses by industry type, highlighting which minority and women-owned businesses are considered underrepresented in various procurement areas. The document serves as a policy instrument to increase diversity and inclusion in government contracting, providing a structured approach to identifying and encouraging participation of minority-owned and women-owned businesses in different professional and commercial domains.
