About this file
The document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, issued by the City of Tampa in October 2012. The guidelines apply to formal procurements and solicitations, focusing on implementing minority and women-owned business enterprise (WMBE) participation across various industry categories including construction, construction-related services, professional services, non-professional services, and goods. The document provides detailed categorizations of underutilized WMBE primes and sub-contractors/sub-consultants across different racial and gender classifications.
The procurement guidelines are narrowly-tailored to support participation of underrepresented business enterprises, specifically identifying and promoting opportunities for Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman-owned (WBE) businesses. The document defines specific industry categories and provides a comprehensive index of business enterprise types, with the goal of increasing diversity and inclusion in government contracting. Each industry category has a matrix showing underutilized prime and sub-contract opportunities for different minority and women-owned business classifications, creating a structured approach to expanding economic opportunities for historically marginalized business owners.
