About this file

This is a Procurement Guidelines document from Florida outlining minority and small business enterprise (WMBE) participation requirements for the City of Tampa's Request for Qualification for Citywide Real Estate Title Services (Solicitation 25-P-00172). The City of Tampa Real Estate Department seeks to pre-qualify multiple title companies to provide comprehensive real estate title services on an annual, as-needed basis for projects within Hillsborough County. Required services include title commitments, title policies, name searches, owners and encumbrances reports, and closing functions, with capabilities for both on-site and off-site closings. Minimum qualifications require respondents to have been in business for at least five years with primary focus on real estate title services, maintain Florida licensure, and operate an office within Hillsborough County. The deadline for submission of questions is May 6, 2025, at 1:30 PM, with proposal submissions due June 3, 2025, at 1:30 PM. The contract term is three years with the option for two additional one-year renewals. Service hours are Monday through Friday from 8:00 AM to 5:00 PM, with potential after-hours availability.

The procurement guidelines establish a points-based system awarding up to 20 points for Women/Minority-owned Business Enterprise (W/MBE) and Small Local Business Enterprise (SLBE) participation, including certification status, meaningful subcontractor involvement, and diversity of W/MBE and SLBE engagement. The City requires submission of Form MBD-40 (Letter of Intent) for each WMBE/SLBE subcontractor and Form MBD-30 (Sub-Contractors/Consultants/Suppliers Payment Form) to track payments and business demographics. WMBE categories include Asian Business Enterprise (ABE), Black/African-American Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The solicitation includes extensive insurance requirements and provisions for price escalation tied to the Consumer Price Index. While a $90,000 figure appears in the solicitation review checklist, the RFQ does not specify a definitive total contract value. The City reserves the right to award the RFQ to multiple title companies based on experience, qualifications, location, and ability to perform, and maintains discretion to cancel an award if performance does not meet its needs.
