About this file

This is an Air Force First Article Requirements form (AFMC IMT 260) issued on March 11, 2026, for procurement request number 63005/23052623. The document establishes requirements for first article testing and approval of a component identified by NSN 2840013477857OJ and part number 23052623. Three units of the item must be submitted as first articles in addition to production quantities.

The first articles will serve as a manufacturing standard and long lead time items are required. All items must be manufactured at the facilities designated for production under the contract, with appropriate certification required. Government testing will be conducted to verify compliance with drawing PN 23052623, its reference specifications, and the attached Engineering Data List (EDL). The contractor must deliver the first articles within 180 calendar days from contract date and notify the government 30 calendar days prior to shipment. First article delivery must be directed to DDOO-SOP/FIRST ARTICLES with DODAAC FY2303, with markings clearly identifying "FIRST ARTICLE" on the exterior packaging. Government written approval or disapproval will be issued within 45 days of receiving the first article package. A test report is required and must be submitted within 180 calendar days from contract date, with government approval/disapproval due 45 days after report receipt. The estimated cost of government testing and inspection is $15,000. Approved first articles will be forwarded to AFMC Supply; one unit will be expended in testing, and disapproved articles will be returned to the contractor. First article testing may be waived for offerors who previously supplied the same or similar articles with satisfactory performance records or if the offeror is Rolls Royce Corporation, the original equipment manufacturer. The cognizant engineering organization responsible for approval is AFLCMC/LP S E, represented by Justin M. Sneed (405-734-5340 or 884-5340).

This item is used in the safe operation and use of the end item. The engineering data (blue prints, technical data package, etc.) contain close tolerances and complex processes and/or operations which require verification of a contractor's ability to produce this item. Not all of the critical characteristics may be measureable, therefore fit verification test articles are required. For these reasons, 3 parts are required. Conditions of first article waiver are as previously outlined.

CONDITIONS OF WAIVER OF FIRST ARTICLE INSPECTION. Offerors who have previously furnished production quantities of the same articles for Government, DOD or Air Force provided articles thus furnished have exhibited satisfactory performance in service, in the opinion of the Air Force.
