About this file

This is a Notice of Intent to Award issued by the Michigan Department of Technology, Management & Budget's Printing Services for the procurement of printing services related to Form 2123 Taxpayer Rights and Responsibilities Brochure. The RFQ (Request for Quote) number 25*0341 seeks the production of 200,000 printed brochures. The evaluation process considered multiple criteria including pricing, turnaround time, price hold period, Michigan printing preference, and vendor experience. The recommended vendor for award is PRINTWELL based on best value determination, which combines evaluation criteria factors with pricing considerations. Protests of the award decision must be submitted electronically through Vendor Self Service and are subject to strict deadline requirements, with submissions received after the posted deadline considered late.

Four qualified bidders submitted proposals, with PRINTWELL offering the lowest price at $3,732.71 and a 10 working day turnaround time. BRD Printing quoted $3,980.36 with a 15 working day turnaround, LAWSON submitted $5,214.00 with 10 working days, and IMAGE PRINTING bid $5,689.00 with a 7 working day turnaround. MILLENNIUM PRINTING was excluded from consideration as a non-prequalified vendor. All qualified bidders met the evaluation criteria of providing pricing hold periods and demonstrating 25 years of experience with Michigan printing preference. Scott Barclay, print consultant, serves as the primary contact for inquiries regarding this project, with Andrew Hale available for questions about the overall Printing Services outsource process, bidding procedures, and award administration.
