About this file
This document is a Questions and Answers file for a Forestry Support Services contract for the Department of the Army at Aberdeen Proving Ground. The contract involves forestry management services, with primary focus on hazardous tree removal and forest management across multiple posts. The incumbent contractor is Mar-len Environmental Inc., and the solicitation will be a trade-off evaluation based on the contractor's approach and understanding of contract expectations, with cost evaluated separately.
Key contract details include task orders ranging from 0-25 per year, dependent on funding availability, with most task orders lasting approximately one year. Services will encompass hazardous tree removal in four different classification sizes, with trees potentially located at various posts like Edgewood and Grace's Quarters. Critical performance requirements include a 90% tree survivability expectation after five years, mandatory use of approved herbicides, potential UXO contractor involvement for excavation, and the option to use chippers while avoiding wetland contamination. The contract will include provisions for potential AI use and will require an excavation permit when breaking ground.

Industry Engagement for Forestry Support Services 4 September 2025
· Pricing – How are we are breaking down the prices?
· Line items are based on scheduling per acre
· Is the magnitude of the current contract going to be similar to what will be awarded with this contract?
· Based on what we know yes, it should be similar, but it is subject to availability of funds.
· Who is the incumbent?
· Mar-len Environmental Inc.
· Who from the contractor will be the main points of contact?
· Key Personnel that are listed in the performance work statement (forester and project manager)
· A sample task order will be required as part of the solicitation.
· Minimum guarantee to start the contract (first task order).
· What would the maximum number of task orders be? (assuming there is plentiful funding) The number of task orders per year are subject to the availability of funding and mission requirements per year. Historically task orders have ranged from 0-25 per year.
· Is there any availability for office space?
· No
· Do you have a preferred range for how far the contractor is from APG?
· No, there’s never been a complaint before for the contractor to come to the site.
· What is the expected response time if something comes up?
· Nothing is emergent where we would have to call and have someone here immediately. (We are now considering adding a CLIN for emergency services)
· Being included in the solicitation will be the clause stating there will be potential use of AI.
· Of the different task orders that could come out each year, what are the most common?
· Hazardous trees and forest management
· Are there hazardous trees in different classifications?
· 4 different classes ranging in price point. Sizes are spelled out in the scope of work.
· Hazardous Trees – If a task order comes out what will that look like? Is there a list of trees?
· The COR (Contracting Officer Representative) will have a running list of hazard trees, after she gets funding, she will go out with or without the contractor and decide which are the highest priorities.
· Is there an expectation after the list is given in the task order, for a timeline to get the trees removed?
· Most task orders are for a year. If there is a storm or some sort of emergency, it could be 90 days, but most are a year.
· If you are given a list of hazardous trees, are they at different posts? (Edgewood, Grace’s Quarters, etc)
· Yes, they can be.
· Are there penalties for not getting them all done? If there’s a storm or something weather dependent/eagle nests that causes delay in removal.
· Request time extension, as long as you’re showing you’re working towards the goal there will be no issue. Communicate with the COR and contracting often.
· Are the UXO contractors responsive?
· The incumbent has had no complaints.
· Are we happy with the current contractor?
· We have no issues with the current contractor.
· This will be trade off due to the sample task order. The tradeoff will be the scenario we provide. It will show your full understanding of the contract and expectations of the contractor.
· Project will be evaluated by your approach not by cost.
· Cost is a separate factor that will be evaluated on its own.
· Do you provide a list of herbicide that are required to use here?
· Yes, it must be approved.
· Is there reciprocity with Maryland for herbicides? No.
· When will we need to haul trees?
· Only when doing hazard tree removal. Most trees can be left for wildlife.
· Are chippers permitted?
· Yes, they are permitted but not required. We need to make sure they don’t blow into the wetlands. The chips can be utilized elsewhere on post.
· The expectation for tree planting is at the end of five years there should be 90% survivability.
· When breaking ground an excavation permit is required. Safety will tell you if you need a UXO contractor – in general you will.
· What is the cost for a UXO contractor?
· We will ask them to provide prices per acre for UXO - this cost will be determined by which UXO contractor they call and the cost estimates provided by UXO contractor to potential bidder(s).
· Is there a storage yard for equipment to be stored?
· We will be able to provide somewhere for equipment – not full time but project dependent.
· After 5 years the tubes will need to be removed per base contract PWS and associated task order.
