About this file

This document is a Quality Assurance Surveillance Plan (QASP) for a Forest Management contract at Aberdeen Proving Ground (APG), covering Adelphi Laboratory Center and Blossom Point. The QASP outlines the government's methodology for monitoring and evaluating contractor performance across multiple forest management activities, including development of strategic plans (Buffer Management, Forest Stand Conservation, Forest Enhancement, Forest Harvest, and Forest Management Plans) and execution of technical services.

The surveillance approach includes comprehensive monitoring techniques such as 100% inspection, random sampling, customer feedback, and periodic field verifications. Specific surveillance methods will be applied to different contract components, including plan reviews, reports, timber stand improvement, timber marking, and field work implementation. The Contracting Officer's Representative (COR) will conduct technical reviews, coordinate with regulatory agencies, perform field verifications, and ensure compliance with contract requirements and specified performance standards.
