Foreign Countries of Concern Affidavit for Pinellas County
This is a mandatory affidavit form required by Pinellas County, Florida for contractors bidding on concession services at St. Pete-Clearwater International Airport, specifically for luggage cart rental operations. The affidavit certifies that the contractor entity is not owned by, does not have a controlling interest held by, and is not organized under the laws of or principally located in any designated Foreign Country of Concern. The contractor must execute this sworn statement before submitting a bid or proposal for any county contract that would grant the entity access to personal identifying information. The contract opportunity has a proposed commencement date of February 27, 2026, with an initial term of 60 months and optional extensions for two additional 12-month periods. Proposals are due by December 9, 2025, with a non-mandatory pre-conference and site visit scheduled for November 17, 2025.
The affidavit defines Foreign Countries of Concern as the People's Republic of China, the Russian Federation, the Islamic Republic of Iran, the Democratic People's Republic of Korea, the Republic of Cuba, the Venezuelan regime of Nicolas Maduro, and the Syrian Arab Republic. Controlling interest is presumed when a person or entity directly or indirectly possesses voting rights or profit entitlement of 25 percent or more. The document requires completion by an authorized representative and must be notarized, with signature, printed name, date, and Federal Work Authorization User Identification number provided by the contractor. The current incumbent is Bagport America, LLC (doing business as Smarte Carte), which has provided luggage cart services since 2005. The airport currently reimburses the vendor $500 monthly regardless of revenue collection, and the RFP evaluation allocates 300 of 1,000 total points to the proposed financial return to the county, emphasizing the county's objective to enhance revenue while maintaining service quality.
