Section C: Justification for Soliciting from a Single Source or Brand Name
FTI is the Original Equipment Manufacturer (OEM) for the ForceMate Tooling and owns proprietary rights to the parts and drawings. This tooling is required by CMXG to complete repairs and avoid a work stoppage. Tooling specified in the ForceMate procedures to complete the process in accordance with (IAW) tech data are proprietary to FTI. No other company has the ability to fabricate the tooling to the specifications necessary for it is patented technology by Fatigue Technology. ForceMate utilizes a group of authorized resellers.
Section D: Efforts to Obtain Competition
Market research efforts to obtain competition consisted of Internet searches, GSA website search, a Dynamic Small Business site (DSBS) search using http://dsbs.sba.gov, and a search of beta.SAM.gov. Internet searches were conducted using the Keywords “ForceMate” and "cold working tooling" and "cold work". The search results show several companies that manufacture and provide cold work tooling. GSA was also searched using the keywords cold work tooling, cold working, and Forcemate tooling. No companies were shown in the results. The SBA database was queried to identify 8(a), HUB Zone, Minority Owned, Service Disabled Veteran Owned, and Women Owned Small Businesses who could provide the requirements. The queries were performed using NAICS code 336413-Other Aircraft Parts and Auxiliary Equipment Manufacturing (primary) and "cold work tooling" or "cold working". A search of active and inactive solicitations was conducted on beta.SAM.gov using the keyword “ForceMate”, and multiple solicitations were identified with the most current being solicited as sole source. In summary, although other potential sources for cold working tooling were identified, only Fatigue Technology, Inc. and its authorized resellers can provide the required Forcemate Tooling kits. Recommendation is to compete this requirement among Fatigue Technology, Inc. and its authorized resellers.
Fatigue Technology, Inc. provided the following list of resellers:
Aero-Glen International 1160 Mustang Drive, Ste 300 DFW Airport, TX 75261 CAGE code: 9V172 Size: Small
