About this file
This Performance Work Statement (PWS) details the Interim Contractor Support (ICS) for the Western Range Internet Protocol Network (WPN) at Vandenberg Space Force Base, covering the period from 1 October 2025 through 31 March 2026. The WPN is a modernized communications network replacing legacy Asynchronous Transfer Mode (ATM) infrastructure, providing IPv6 and IPv4 communications connectivity for launch and test range operations.
Key contractor responsibilities include maintaining and operating the network, performing system maintenance, managing operational spares, conducting cybersecurity and information assurance functions, supporting system engineering and integration efforts, and executing a smooth transition to the Space Force Range project (SFRC). Critical requirements involve ensuring 24/7 operational availability of mission-critical communications systems, maintaining network performance with 75% uptime without mission impact, managing configuration baselines, performing quarterly patch management, and supporting various system integrations including Sentinel Program, Voice over IP, and endpoint detection and response implementations. The contractor must maintain Secret clearances, comply with cybersecurity regulations, and deliver numerous technical reports and documentation throughout the contract period.

TABLE OF CONTENTS
Performance Work Statement for the Western Range Internet Protocol Network Interim Contractor Support Bridge
1 DESCRIPTION OF SERVICES
1.1 The WPN was developed and commissioned through the Western Range Modernization Network (WMN) project, culminating in final Operational Acceptance (OA) on 17 October 2024 after multiple incremental OA events. The WPN is an Internet Protocol (IP) version 6 (IPv6) and IPv4-compatible network that serves as Vandenberg Space Force Base’s (VSFB) primary Communications Subsystem (CMSS) network for the Western Range (WR) Launch & Test Range System (LTRS) mission. The CMSS provides seamless communications connectivity between disparate elements of the Range, Range operators, and customers (on-Range and off-Range). WPN converts portions of this communications transport to an Internet Protocol (IP) capability by using standardized methods and procedures that adhere to enterprise guidance and requirements. This IP capability enables the modernization of the other LTRS subsystems that interface with the CMSS. The primary driver of the WMN project was the approaching obsolescence of the legacy Asynchronous Transfer Mode (ATM) communications hardware components, for which the vendor has closed its entire ATM product line and ceased support. As failures exhausted ATM spares, the Range’s operational readiness to conduct launch and test events degraded.
1.2 This PWS is intended to detail the requirements of extended ICS, with period of performance spanning 1 October 2025 through 31 March 2026, when the WPN contractor will transfer responsibility of the network to the Space Force Range project (SFRC).
