1. Q: We understand from p 21 of the NOFO that “The Applicant must disclose its registration status in the target country. Applicants not registered must include a plan to become registered and a timeline to complete the registration process.” Can USDA confirm if this applies only to the prime applicant or if it also applies to subrecipients?
A: At the proposal stage, this only applies to the primary applicant. However, prior to beginning in-country implementation, all recipient and/or sub-recipient organizations must obtain necessary host-country government registration.
2. Q: Per page 90 of the NOFO, is the example of capacity-building cash grants awarded using a Fixed Amount Award? If not, could you kindly indicate the contracting mechanism used in this example?
A: Yes, this is an example of a fixed amount award.
3. Q: Please direct us to the CFR that governs the example given on page 90 of cost share allowed on capacity-building cash grants?
A: 2 CFR 200.306 Cost sharing or matching.
4. Q: Regarding past performance reviews, may applicants request past performance reviews from current USDA Food for Progress specialists?
A: Yes, per the NOFO language when selecting references to submit past performance review forms, Applicants are encouraged to select references with knowledge of the Applicant’s past performance of projects that are similar in scope and size to the programming in the Applicant’s proposal, including those projects specifically mentioned in the Strategic Analysis section of the Applicant’s proposal. An Applicant is strongly encouraged to include at least one review from a reference with knowledge of its performance of a past or active award outside of USDA’s international food assistance programs.”
