Q 5. I came across your grant funding while browsing through available opportunities.

Unfortunately, I couldn't find much information on the website. I noticed that your contact information was provided for further inquiries, so I wanted to reach out. Could you please provide more details about the grant? I am based out of Saipan, Northern Mariana Islands.

A. Please review the NOFO found here: https://www.grants.gov/search-results-detail/353809

Q 6. If our organization never managed this amount of fund or this size of project in the past, does it make us ineligible?

A. No, please review Part C. Eligibility Information page 11 of the NOFO for information concerning eligibility requirements. In addition, please review Part E. Application Review, section 2. Evaluation Criteria page 32 “Prior to making a Federal award, the Federal awarding agency is required by 2 CFR section 200.206(a)(1) to review information available through any OMB-designated repositories of government-wide eligibility qualification or financial integrity information as appropriate. Therefore, USDA/FAS may include the following risk-based considerations in its application evaluation criteria: (1) the Applicant’s financial stability; (2) the quality of the Applicant’s management systems and its ability to meet management standards; (3) the Applicant’s history of performance in managing Federal awards; (4) reports and findings from audits regarding the Applicant; and (5) the Applicant’s ability to effectively implement statutory, regulatory, or other requirements.”

Q 8. I request to be advised when the public meeting to discuss the Food for Progress NOFO is scheduled.

A. Please monitor the NOFO website found on Grants.Gov for additional information. The site can be found here: https://www.grants.gov/search-results-detail/353809

Q 9. In preparing to respond to the FY24 USDA FAS FFPr NOFO, we noticed a missing template.

On page 40, the NOFO states: “Detailed Budget (template provided at grants.gov as part of the section “related documents” with this NOFO).” However, no additional document has been uploaded to the related documents of the grants.gov post. Could USDA kindly share the template?

mailto:PPDED@usda.gov https://www.grants.gov/search-results-detail/353809 https://www.grants.gov/search-results-detail/353809

Questions received to PPDED@usda.gov through May 2, 2024

A. The template can be found on the FAIS homepage and on grants.gov in the section “related documents” as part of this NOFO.

Q 10. What is the maximum amount of CCC cash available per project?

A. Per Part B, USDA/FAS reserves the right to make no awards under this solicitation. Per Part B, please refer to Appendix B, Country Guidance, for specific budget ranges for each country.

Each Country Guidance includes the Award Value (Total commodity cost + CCC admin funds + freight) as well as the Anticipated Operating Budget (anticipated monetization proceeds + CCC admin funds). The amount of CCC Admin available can range between $1 - $1.5 million.

Q 11. On page 25 of the NOFO, USDA states "Each proposed activity should be detailed in unique and separate tabs, the totals of which align with the Budget Summary. Applicants should duplicate the sheet labelled Activity n to add all proposed activities." In this case, does “activity” refer to components or individual activities? If we have 5 activities per component, should we build 20 (+M&E activities) tabs or should we create 4 tabs for each component and group all component sub-activities under the same tab?

A. It is assumed that project activities will be grouped under thematic “components”. Thus tabs should correlate to the individual line items listed under Activities on the C-1. If each activity under a component has a separate line on the C-1 then tabs should correlate to that document

Q 12. I have a question regarding the off loading and would like clarity please. Would it be my company that would need to make arrangements for a crew to off load or will there be a crew in place for unloading.

A. Please review Part 5. Content Guidance section (f) the Commodity Management page 22 of the NOFO. “Applicants that have experience successfully monetizing commodities should include information relevant to their capacity. If there is no prior experience, Applicants should describe their proposed plans to hire an experienced agent or third-party consultant to perform this element of the award.” For additional guidance please review the Food for Progress Monetization Handbook which is uploaded on the tab “related documents” on Grants.gov.

Q 12. Can Cooperative farmers groups in Uganda also apply for funding support.

A. Please see Part C: ELIGIBILITY INFORMATION in the NOFO and refer to the linked references, as copied below.
