Project Announcement Summary

This is a Project Announcement for a federal grant opportunity issued by the U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) for improving Lake Superior outflow regulation and quantifying uncertainty. The funding opportunity number is W81EWF-26-SOI-0004 (Assistance Listing 12.630), issued on May 4, 2026. The opportunity uses a two-phase application process: Phase I requires statements of interest (maximum 2 pages) due by June 4, 2026 at 2:00 PM Central Time, submitted via email to Phoebe Fuller (phoebe.v.fuller@usace.army.mil). Successful Phase I applicants will be invited to submit full proposal applications by July 6, 2026 at 2:00 PM Central Time. The estimated total program funding is $400,000 with an estimated award ceiling of $200,000 per award, with the government anticipating three federal awards. The award structure allocates $200,000 for Task 1 (base task on uncertainty analysis for outflow rating equations) and $200,000 for Task 2 (optional hydrodynamic modeling of the St. Marys River). Awards will be in the form of cooperative agreements with a five-year performance period and are 100% funded by USACE with no cost-sharing requirement.

Eligibility is restricted to non-federal partners of the Great Lakes Northern Forest Cooperative Ecosystems Studies Unit (CESU). Phase II applications must include completed SF 424 R&R forms, a full technical proposal with discussion of research scope and approach, a data management plan (approximately 2 pages addressing 11 specified criteria), and a detailed cost proposal with budget justification. Selection criteria prioritize technical merits of the proposed research, potential relationship to Department of Defense missions, and ability to integrate efforts with ongoing University of Michigan research. A key requirement is collaborative integration with the University of Michigan modeling team developing new rating equations. Applicants must register in the System for Award Management (SAM) and may submit via email or Grants.gov. The negotiated indirect rate for CESU awards is 17.5%. Reporting requirements include quarterly financial reports (SF 425), payment reports (SF 270), annual research performance progress reports, and various compliance reports as specified in 2 CFR 200.328 and 200.329.

I. Program Description

A. Summary: The U.S. Army Corps of Engineers requires a suite of independent improvements to modernize the regulated outflow of Lake Superior. These improvements include an uncertainty analysis for new rating equations being developed for a Lake Superior outflow structure, as the current ratings are outdated and do not account for partially open gate operations. This analysis will quantify the level of uncertainty in discharge estimates based on different gate openings and water levels. The goal is to improve the accuracy of water management, which will support better ecological outcomes for the Great Lakes ecosystem. An optional task, based on funding availability is a new hydrodynamic model of the St Marys Rivers so various outflow plans can be assessed for ecological function, shoreline erosion and effects on navigation. The last option are improvements to a government developed radar system to track sediment transport pathways that alter the conveyance capacity of the St Clair River and has feedback loops to the regulated outflow decisions on Lake Superior.

B. Background The U.S. Army Corps of Engineers (USACE) is seeking proposals for the design and execution of an uncertainty analysis for the outflow rating equations of a key control structure on Lake Superior.

Historically, the structure's rating equations assumed that the gates operated in a binary state: either fully open or fully closed. However, current operational procedures have evolved to include partially open gate settings. As these partial openings have never been formally rated, there is a critical need to understand their hydraulic behavior.

To address this, the University of Michigan is developing new rating equations under a separate award, employing a combination of physical and computational fluid dynamics (CFD) modeling. The primary objective of this proposed work is to complement that effort by quantifying the inherent uncertainty in these new ratings. The goal is to establish a definitive uncertainty band for discharge rates through each gate, corresponding to specific gate openings and water levels.

C. Objective: The U.S. Army Corps of Engineers (USACE) invites proposals for a project to conduct a comprehensive uncertainty analysis for new outflow rating equations associated with a critical water control structure on Lake Superior. The primary focus of this funding opportunity is to enhance the accuracy and reliability of discharge measurements, which are fundamental to the effective management of the Great Lakes system under the Lake Superior Regulation Plan. The base task, along with both options, are all tasks that are related to improving Lake Superior outflow regulation. However, these tasks are not interdependent. The base, option 1 and option 2, are simply a priority given to these tasks if funding should be available.

Task 1:

Current operational procedures for the structure’s gates include partially open settings that are not accounted for in historical rating equations. To address this, new rating equations are currently under development by a team at the University of Michigan using advanced physical and computational fluid dynamics (CFD) modeling. A key requirement for a successful proposal under this announcement is a well-defined plan for the awardee to work collaboratively and integrate their efforts with the existing University of Michigan modeling team. This partnership will be essential to ensure the resulting uncertainty analysis is robust and directly applicable to the new ratings. The principal outcome of this work will be a quantified uncertainty band for discharge rates corresponding to various gate openings and water levels. The uncertainty analysis should use the publicly available Large Lake Statistical Water Balance Model, so the uncertainty values are consistent with already operational uncertainty models for all other components of the Great Lakes water balance. This task will require a 12 month performance period so the results can be used in an upcoming study.

Depending on availability of funding, the U.S. Army Corps of Engineers may award the following optional work:

Task 2:

The development and calibration of a high-fidelity hydrodynamic model of the St. Marys River built using the Delft3D FM suite. The scope of this model be the entire St Marys River from Point Iroquois on Lake Superior to the outlet of the River near Detour Village on Lake Huron. The domain shall include the North Channel of Lake Huron to Little Current Ontario but exclude connections to Georgian Bay. The model will be fully three-dimensional, focus on the St Marys Rapids and be able to incorporate the rating equations and uncertainty analysis proposed above. Delft3D FM must be used as the United States Government as well as partners at Environment Climate Change Canada both have access to this modeling suite. The United States Government will provide water level and velocity data to calibrate the model as well as computational resources.

Successful projects will deliver technically sound uncertainty metrics that can be immediately integrated into USACE operational models, contributing to improved ecological outcomes and more effective water resource management. As well as the ability to provide scopes of work for the additional tasks should they be funded.

D. A significant public benefit of this project is its contribution to the long-term health and sustainable management of the St Marys River ecosystem. By enhancing the accuracy of outflow measurements, this work provides a more reliable foundation for the complex ecological models used to forecast water levels, manage coastal habitats, and protect water quality.

More precise modeling empowers resource managers to make scientifically-informed decisions that lead to improved ecological outcomes—such as the preservation of vital wetlands, the protection of native species, and the mitigation of shoreline erosion.
