About this file

This document amends a funding opportunity announcement for a cooperative agreement from the Bureau of International Labor Affairs within the Department of Labor. The amendment corrects a typographical error on page 24 of the original announcement, changing the point value assigned to the "Management Plan" section of the proposal from nine points to five points.

The funding opportunity announcement solicits proposals for projects to strengthen civil society capacity to protect migrant workers, particularly Mexican nationals participating in U.S. temporary foreign worker programs, through supporting fair recruitment initiatives, improving awareness of labor rights among civil society organizations and workers, and increasing use of mechanisms to exercise those rights. Eligible applicants will compete for a cooperative agreement awarded under the Department of Labor's International Labor Programs federal grant program.

FOA-ILAB-23-38

Amendment One

Strengthening Civil Society to Protect and Advocate for Migrant Workers

AGENCY: Bureau of International Labor Affairs, Department of Labor

ACTION: Amendment to FOA-ILAB-23-38

SUMMARY: The Bureau of International Labor Affairs announced on July 27, 2023, the availability of funds and the Funding Opportunity Announcement (FOA) for a Strengthening Civil Society to Protect and Advocate for Migrant Workers Project to strengthen civil society capacity to protect migrant workers, particularly Mexican nationals participating in U.S. temporary foreign worker (TFW) programs, by supporting fair recruitment initiatives, improving civil society organizations’ and TFWs’ awareness of labor rights, and increasing the use of formal mechanisms to exercise those rights. The project will be funded through a cooperative agreement to be awarded through a competitive process. This amendment to the FOA corrects a typographical error on page 24 of the FOA.

The number of points available for scoring “5) MANAGEMENT PLAN” found on page 24 of the FOA is incorrect. The number of available points for scoring this item is five (5) and not nine (9).

“5) MANAGEMENT PLAN (UP TO 9 POINTS)” is replaced with “5) MANAGEMENT PLAN (UP TO

5 POINTS).
