Amendment One
Reentry Projects (RP-3)
AGENCY: Employment and Training Administration, Department of Labor
ACTION: Amendment to FOA-ETA-19-01
SUMMARY: The Employment and Training Administration announced on March 25, 2019 the availability of approximately $82.5 million in grant funds for the Reentry Projects (RP-3) Funding Opportunity Announcement (FOA), authorized by Section 169 of the Workforce Innovation and Opportunity Act (WIOA). This amendment to the FOA revises language in Section III.C., IV.B. and Section V.A.
The document is hereby amended as follows:
SECTION III.C.1. Application Screening Criteria
Amended Text (new language in bold):
A map showing that the target area is contiguous per the instructions in Section IV.B.4.
SECTION IV.B.3.A.6.iii. Fiscal Viability
Fiscal viability indicates that an organization has the ability to use Department resources responsibly and efficiently to serve program participants throughout the entire grant period of performance. All applicants will receive points for fiscal viability as demonstrated in the Auditor’s Opinion recorded in the Auditor’s Report.
SECTION IV.B.4. Attachments to Project Narrative
Amended Text (new language in bold):
Applicants must submit a map showing that the service areas are contiguous. Subgrantees of intermediary organizations are not required to be contiguous with other subgrantee service areas. However, each subgrantee’s target area is required to be contiguous. All applicants may only serve one service area per city or county.
SECTION V.A.6.c. Fiscal Viability
• Applicants that provide an Auditor’s Report with an Unqualified Opinion will receive 4 points.
• Applicants that provide an Auditor’s Report with a Qualified Opinion will receive 2 points.
• Applicants that provide an Auditor’s Report with an Adverse Opinion, a Disclaimer of Opinion, or no Opinion will receive 0 points for this sub-criterion.
SECTION V.A. Priority Consideration
Designated Qualified Opportunity Zone (2 bonus points) Applicants that demonstrate, in item number 12 of their abstract, at least one census tract (if applying as a non intermediary) or at least one sub-grantee (if applying as an intermediary) has at least one census tract in their target area designated by the Secretary of Treasury as a qualified opportunity zone. Designated opportunity zone census tracts can be found at:
https://www.irs.gov/pub/irs-drop/n-18-48.pdf. Applicants will receive 2 bonus points priority consideration if at least one census tract in their target area is listed in this document. Please be aware the IRS list provides the full 11-digit census tract number.
